OBJECTIVE/PURPOSE
The Environmental and Regulatory Compliance Manager:

FUNCTIONS
Anticipate and Assess
- Establishes implements, maintains and updates a formal and documented risk assessment process for risk identification, risk analysis and risk evaluation to systematically assess risk.
- Identifies major risk scenarios for existing facilities and identify risk scenarios for proposed facilities.
- Educates and trains business areas through a multi-year schedule of training, drills and exercises in alignment with crisis management and business continuity policies, procedures and standards.
- Builds a safety critical equipment reliability assurance system and tracks impairment on existing facilities.

- Uses exercises and other means to test the appropriateness and efficacy of emergency response plans, processes and procedures â including stakeholder relationships and infrastructure interdependencies.
- Develops and plans competencies for NGC personnel to participate and to work together effectively in a unified command (UC) structure without affecting individual agency authority, responsibility or accountability.
Respond
- Implements and operates the management system policy, controls, processes and procedures towards a dependable CMER practice.
- Ensures people competence, for whose job responsibilities provide the potential to prevent, cause, respond to, mitigate or be affected by significant threats and risks. Recommends strategies to close competency gaps.
- Collaborates with key stakeholders in the implementation of an incident management system that defines organisational roles, lines of authority and succession of authority.
- Ensures that incident response is coordinated with external organisations in a timely and effective manner when appropriate.
Recover and Continuity
- Develops recovery plans for recovery operations including but not limited to Facilities and equipment, Critical infrastructure, Telecommunications and cyber protection systems, Distribution systems for essential goods, Transportation systems, networks, and infrastructure, Human Resource, psychosocial services, and health services.
Review and Learn

- Establishes an exercise, assessment and maintenance program to maintain a state of readiness.

- Develops status reports for the CMER Manager, and provides expertise and support to Line Managers, as requested, when a disruption occurs and assists the CMER Manager on various Emergency Management initiatives (Crisis Management Plan/Team updates, and exercise development and delivery projects such as pandemic planning and response, and strike planning).
- Takes corrective and preventive action, based on the results of internal management system audit and management review, to achieve continual improvement of the management system.
- Establishes, implements, and maintains procedures for dealing with nonconformities and for taking corrective and preventive action.
- Creates and maintains data/information to ensure quick retrieval of information through a control of Records system.
MINIMUM REQUIREMENTS

OBJECTIVE/PURPOSE
The Manager, Taxation:
- Ensures compliance with local and international tax legislation for the NGC Group of Companies including accounting and tax return preparation.
- Engages in optimal tax planning strategies to optimize business value.
- Mitigates taxation risk in alignment with the company goals.
FUNCTIONS
- Leads the development and implementation of effective tax planning strategies to optimize value.
- Provides internal tax advisory services and support on business operation matters to the NGC Group.
- Oversees monthly and quarterly corporation tax computations and documentation to ensure compliance with BIR statutory requirements.
- Trains relevant staff on the overall concept of tax, legislation, and fundamentals of tax law to underscore their knowledge of accounting principles for accurate interpretation and competency development.
- Assesses the company’s financials and identifies opportunities to legally recover and/ or defer tax costs to increase profitability, reviews current and deferred tax provision.
- Reviews and keeps abreast of changing tax laws to recommend and implement adjustments in tax costs and analysis of cost structures.
- Assesses the impact of mergers, acquisitions, and other corporate actions on the company’s tax position.
- Assesses and manages tax-related risks, including those associated with changes in tax laws or regulations.
- Ensures the organization is adequately prepared for tax audits and disputes.
- Develops and implements audit defence strategies to protect the organization’s interests.
- Represents the company during tax audits and investigations, working with external auditors and tax authorities to strategically manage and resolve tax disputes and negotiate settlements where necessary.
- Reports tax-related matters and financial impacts to Vice President Finance Technology & Risk.
- Manages relationships with key stakeholders at the Board of Inland Revenue (BIR) and other external bodies to address open matters and resolve disputes with BIR to reduce loss of benefits to NGC Group.
- Acts as the key point of contact and support for local, regional and international taxation matters.
- Provides input and feedback on commercial taxation modelling to legally achieve the highest level of tax efficiency.
- Increases level of awareness and compliance across NGC Group of Companies to identify and manage the impact taxation has on the company.
- Maintains organized and accurate tax records, including supporting documentation, workpapers and correspondence with tax authorities.
- Identifies opportunities for and stays updated on advancements in tax technology and tools to increase efficiency, reduce errors and enhance tax compliance and reporting processes.
- Executes any other related duties as assigned.
MINIMUM REQUIREMENTS
The minimum requirements for the position are:
- BSc in Accounting, Finance, Management or other related degree including ACCA.
- MBA, or related post graduate degree or FCCA would be a definite asset.
- Seven (7) years’ experience in taxation management of which at least five (5) years must be at a Leadership level.
- Demonstrates a clear understanding of the oil and gas industry.

Established in 1975 and wholly owned by the Government of the Republic of Trinidad and Tobago (GoRTT), The National Gas Company of Trinidad and Tobago Limited (NGC) is a diversified natural gas company. NGC is one of the largest companies in Trinidad and Tobago, with consolidated sales that accounted for approximately 4.3% of Trinidad and Tobagoâs gross domestic product in 2006. Our core business activity is the purchase, transport and sale of natural gas to the local downstream natural gas-based industries (excluding the liquefied natural gas, or LNG, industry). We market the natural gas we purchase primarily to local petrochemical producers of ammonia and methanol, power generation facilities and iron ore reduction facilities, which accounted for approximately 73%, 17% and 5%, respectively, of our total sales volume in 2006.
We are also involved, through our investment in Phoenix Park Gas Processors Limited, or PPGPL, in the processing of natural gas for the removal of natural gas liquids, or NGLs, and the fractionation, or separation, of NGLs into NGL products such as propane, butane and natural gasoline for export to markets in North America, South America, Central America and the Caribbean.
In addition, through our investment in Atlantic LNG Company of Trinidad and Tobago, or Atlantic LNG, we are involved in the production of LNG. We also provide tariff-based transmission services to shippers of natural gas that supply Train 4 of Atlantic LNG.
We own and operate a natural gas transmission and distribution network of approximately 760 km comprised of both offshore and onshore pipelines, with a current overall maximum installed transportation capacity of 3,800 MMscf/d. We are nearing completion of the Beachfield Upstream Development (BUD) pipeline, which, together with the acquisition of the Dolphin to Beachfield pipeline for BGTT, will expand our transportation capacity to 4,800 MMscf/d in the second half of 2007.
One of our group activities is the promotion and facilitation of investment in the local natural gas sector.
This role is carried out by one of our subsidiaries, National Energy Corporation of Trinidad and Tobago Limited, which also provides industrial sites and supporting infrastructure, including marine and port facilities.
