      Job Description

      The incumbent is required to drive major and enterprise-wide business transformation programmes and projects, which involves understanding ministerial objectives, conceptualising ICT programmes and projects, translating project concepts into procurement specifications, performing business process re-design, and design and implementation of change management programme to bring achieve business objectives for Government ministries, and ultimately contribute to national ICT objectives associated with key national policy documents.

      Key and Critical Responsibilities

      • Performs business requirements gathering, project conceptualisation; translation of project concepts into ICT programme/project design; definition of project scope, desired outcomes and measures; development of project specifications for procurement of ICT solution & implementation services.
      • Identifies systemic issues that impede operational efficiency, and direct and translates the desired IT end-state scenario of the key stakeholders into actionable project steps for the implementation work.
      • Leverages complex data models to tell a story, effectively present and influence varying levels of leadership on innovative digital solution recommendations.
      • Applies process improvement methodologies and tools to identify opportunities for improved efficiency and serve as a lead on large, high-impact process improvement initiatives and projects involving complex business workflows and multiple stakeholders.
      • Provides subject matter expertise related to project management of continuous improvement initiatives and assist with staff briefings and trainings regarding implementation of improvements plans and process engineering maintenance plans designed to improve effectiveness.
      • Communicates gaps in process design and implementation to upper management and provide consultative support to various units within the context of the overall strategic objectives of improving processes and gaining efficiencies.
      • Identify and measuring key performance indicators and establish critical success factors. Works with business owners and programme/project managers to identify areas of change, and to identify new or update existing ICT policies and legislations in support of the ICT project implementations.
      • Compiles and distributes project charters, status reports, memoranda, analyses, presentations.
      • Develops executive briefing documents, issue papers and memoranda for executive decision making.
      • Ensure that recording and maintaining a project database containing all related information, (data, documents, reports etc.) takes place.
      • Manages effective deployment of resources to support programmes and projects.
      • Build and maintain effective reporting solutions and ensure updates are available to executive leadership where necessary.
      • Performs other duties related as may be required.

      Job Description

      The incumbent is required to support the design and implementation of activities related to the gathering, compilation and assessment of the Ministry’s business intelligence (financial and non-financial information) that lends to well-informed decisions in keeping with the mandate of the Ministry. The incumbent is also required to develop an accountability framework to report information for measuring performance and comparison across the sector, and the development of data warehouse capability to support accountability, decision support and reporting capabilities required by the funding and policy development activities within the Ministry.

      Key and Critical Responsibilities

      1. Supports the processes for defining performance indicators relevant to national and sectoral programme and projects under the purview of the Ministry, by capturing business analytics requirements through: conducting interviews; defining key dimensional data and enhancing data analysis methodologies.
      2. Assists with identifying best practices, assessing performance measurement and developing solutions to address the Ministry’s concerns.
      3. Assists in identifying business strategies and processes to assist in improving the Ministry’s efficiency.
      4. Performs data validation and profiling using appropriate tools to identify, document and understand the data and any quality issues or anomalies.
      5. Builds and manages data sets by analysing data contained in internal data repositories, legacy systems and other data sources.
      6. Prepares reports that accurately and impartially summarise complex information and recommend an appropriate course of action.
      7. Analyses evidence and information, determines the need for further enquiries and research where appropriate, and effectively conducts such enquiries and research.
      8. Recommends workflow changes, procedure changes, and new policies and captures options for data needed to fulfil the business analytics questions.
      9. Supports colleagues internally and externally to develop intelligence from analyses and produces ad-hoc analysis and reports in response to data requests.
      10. Participates in the process of project selection, prioritization, and budgetary allocation of funds to ensure consistency with goals and objectives of the National Development Agenda.
      11. Assists in the monitoring of the agencies under the purview of the Ministry in compliance with relevant legislation or the State Enterprises Performance Monitoring Manual.
      12. Reviews the performance of Public Sector Investment Programme (PSIP) and Infrastructure Development Fund (IDF) projects for the Ministry.
      13. Represents the Ministry on identified committees, meetings, conferences as requested.
      14. Reviews and/or prepares Notes for Cabinet and periodic and/or ad-hoc reports on matters identified.
      15. Performs other related duties as may be required.
