Ministry of Trade, Industry and Investment Trinidad and Tobago
The Government of Trinidad and Tobago is seeking to establish three (3) Commercial Offices â Panama, the United Kingdom (UK) and the United States of America (USA), to service Trinidad and Tobagoâs trade and investment interests in these respective markets. These Offices will be located within the respective Diplomatic Missions in the various countries, namely the Embassy of the Republic of Trinidad and Tobago in Panama; the Consulate General in Miami, USA; and the High Commission of the Republic of Trinidad and Tobago in the UK. Each office will be staffed by a Commercial Officer (Head) and a Deputy Commercial Officer, the latter of which will be recruited in the respective overseas markets.
Additionally, the Government is seeking to assign Commercial Attachés to Diplomatic Missions in China, Guyana, Jamaica and South Africa.

Job Summary
The Commercial Officer posted in the Commercial Office in either Panama, the United Kingdom or the United States of America, will be responsible for the facilitation and promotion of trade and investment in targeted markets. The primary role of the Commercial Officer will be the management and administration of the Commercial Office on behalf of the Government of Trinidad and TobagoThe Commercial Officer posted in the Commercial Office in, the United Kingdom or the United States of America, will be responsible for the facilitation and promotion of trade and investment in targeted markets. The primary role of the Commercial Officer will be the management and administration of the Commercial Office on behalf of the Government of Trinidad and Tobago.
DUTIES AND RESPONSIBILITIES
- Manages the Commercial Office.
- Promotes Trinidad and Tobago’s trade and investment opportunities in targeted markets
- Maintains networking relationships so as to ensure client retention.
- Facilitates the negotiation of contracts on behalf of Trinidad and Tobago business enterprises seeking to enter the targeted market.
- Identifies trade opportunities for local businesses based on research done by the Deputy Commercial Officer.
- Facilitates the visits of Trinidad and Tobago business delegations.
- Serves as liaison for the Trade and Investment promotion Agency as well as the Ministry of Trade and Industry.
- Represents Trinidad and Tobago business enterprises in targeted market
- Develops plans and strategies for accessing capital, technology and trade for priority sectors and firms in Trinidad and Tobago.
- Reports on the key economic/business/political developments of the target market
- Briefs the Head of the Diplomatic Mission of Trinidad and Tobago on business and other commercial opportunities.
MINIMUM EXPERIENCE AND TRAINING
- A Masterâs in Business Administration, International Relations or Economics.
- Qualifications from the Chartered Institute of Marketing or the Institute of Sales and Marketing Management will be an asset.
- Considerable knowledge and at least 5 years’ experience in international trade.
- A minimum of five (5) years business experience working in a senior managerial position.
- Advanced or native level proficiency in the language of the host country.
THE SUCCESSFUL CANDIDATE MUST:
- possess excellent written, oral communication and interpersonal skills
- Have training in diplomacy and protocols
- Have experience in undertaking business development activities
- Be a proficient in Microsoft Office Suite
- possess knowledge of Trinidad and Tobagoâs trade agreements
- Be proficient in sales planning and market research
- possess excellent negotiation skills
TERMS AND CONDITIONS OF EMPLOYMENT
- Contractual position for a period of two (2) years, with a three-month probation
- Reports to the Head of the Diplomatic Mission of Trinidad and Tobago as well as the Trade and Investment promotion Agency.

Commercial Attaché (4)
- Facilitate the convening of business-to-business
The Commercial Attache posted in China, Guyana, Jamaica and South Africa will be responsible for the effective implementation of the policies of the Government of Trinidad and Tobago in its pursuit of export promotion, foreign investment, technology transfer, joint ventures, and the development and promotion of the economy of Trinidad and Tobago. The incumbent will be involved in efforts to expand Trinidad and Tobago’s exports to the Asian markets; Southern Caribbean markets; and the Northern Caribbean markets.
DUTIES AND RESPONSIBILITIES
- Advance Trinidad and Tobago’s trade in goods and services in the accredited markets.
- Respond to trade enquiries from exporters and export stakeholders from home country, and to enquiries from potential importers.
- Investigate and research the background of firms, industries, financiers, traders and other potential investors, in order to ascertain their efficacy; undertake an analysis of their financial or operational performances; research the need for incentives; facilitate joint venture partnerships with firms in Trinidad and Tobago.
- Identify potential markets for existing and potential Trinidad and Tobago products and services.
- provide inputs to facilitate the effective negotiations of bilateral agreements between Trinidad and Tobago and the countries of accreditation.
- Build and sustain relationships with relevant officials and other stakeholders in the countries of accreditation and provide a meeting point for engaging foreign economic agents who may be interested in doing business with Trinidad and Tobago.
- Establish and maintain relationships within the Trinidad and Tobago diaspora in support of their economic activities that may be of direct or indirect benefit to Trinidad and Tobago. meetings amongst traders of the resident and accredited country.
- Prepare and transmit regular and up to date reports and analyses of the economic sectors in the countries of accreditation, with suggested recommendations.
- Develop plans and strategies for accessing capital, technology and trade for priority sectors and firms in Trinidad and Tobago.
MINIMUM EXPERIENCE AND TRAINING
- A Bachelorâs Degree in Business Administration, International Relations or Economics. A Masterâs in Business Administration or similar masterâs degree will be considered as an asset.
- At least five yearsâ experience in working in private sector trade outreach activities or with public sector institutions involved in trade promotion.
THE SUCCESSFUL CANDIDATE MUST:

Job Description
The incumbent is required to provide technical services in the management, operations and maintenance of the computer network hardware and software, intranet, internet, portal, communications, LANs, WANs and related connectivity infrastructure of the Ministry/Department. Duties include operating and maintaining network and connectivity components; monitoring network security; resolving network problems and service incidents; and supervision of technical and support staff as required.
Minimum Experience and Training:
- Minimum of three (3) yearsâ experience in the area of ICT, including at least eighteen (18) monthsâ experience in the operation and maintenance of network, messaging and communications infrastructure.
- Training as evidenced by the possession of a recognised bachelorâs degree in Computer Science, Computer Information Systems, Information Systems Management, Computer Engineering or a related area.

Key and Critical Responsibilities
- Identifies and resolves network problems in accordance with agreed procedures and assists with monitoring and reporting on performance, using network management software and tools.
- Installs, tests, corrects, commissions/decommissions networking and connectivity infrastructure in accordance with defined procedures and instructions, and maintains accurate service and support records.
- Investigates minor security breaches with networks and connectivity infrastructure in accordance with established procedures, takes necessary corrective action, updates and maintains relevant security records and documentation.
- Applies and maintains specific security controls to the network and connectivity infrastructure, as defined by the policy and standards of the Ministry/Department, to enhance resilience to unauthorised access.
- Monitors service level delivery metrics to ensure that service level agreements for the networks and related infrastructure are not breached.
- Carries out agreed operational procedures and maintenance and installation work on the network and connectivity infrastructure of the Ministry/Department.
- Participates in the investigation and resolution of problems with networking infrastructure and services, and assists with the implementation of preventative measures to address future issues.
- Receives and responds to service desk and incident management requests for network and connectivity infrastructure support in accordance with agreed procedures, and maintains relevant records.
- Delivers learning activities, such as training, to a variety of audiences in areas of technical specialisation and for assigned projects.
- Participates as a member of a project team in the management of defined networking and connectivity projects of the Ministry/Department by undertaking activities such as identifying and mitigating project risk, ensuring quality in project delivery and managing assigned resources.
- Keeps abreast of developments in computer networking and communications infrastructure, provides advice regarding their application, and utilises this knowledge in performing job duties.
- Performs other related duties as assigned.
