EMPLOYMENT OPPORTUNITIES

Applications are invited from suitably qualified persons to fill the following positions on contract, for a period of thirteen (13) months in the Census and Surveys Division, Central Statistical Office, Ministry of Planning and Development.

The Census and Surveys Division is responsible for all survey matters related to the upcoming Household Budget Survey/Survey of Living Conditions, including the planning, collection, analysis and publication of demographic and socioeconomic data.

FIELD COORDINATOR: Job Summary: Coordinates and monitors the field operations of the survey. The field coordinator is expected to supervise and support the data collection teams as well as act as a main liaison point between the field staff and office management.

FIELD SUPERVISOR: job Summary: Supervises the work of the field enumerators and ensures the consistency and completeness of fieldwork in a timely manner.

FIELD INTERVIEWER: Job Summary: Interviews selected households and individuals ensuring the consistency and completeness of all survey instruments.

DRIVER/COURIER: Job summary: Provide reliable and safe driving services for the transportation of personnel and/or materials/equipment and to perform messengerial duties.

HBS/SLC Job Descriptions for Required Field Staff

FIELD COORDINATOR Job Duty:

Coordinates and monitors the field operations of the survey. The field coordinator is expected to supervise and support the data collection teams as well as act as a main liaison point between the field staff and office management. In addition, the incumbent will offer guidance and direction on the effective surveying methodology to be employed to achieve the selected survey sample.

Responsibilities:

Coordinate the data collection activities of the survey project being executed in accordance with the established planning schedules.
Contribute to field communication/advocacy initiatives when requested.
Develop and manage systems for monitoring and evaluating performance of fieldworkers and adherence to quality control guidelines, including carrying out spot checks in the field.
Manage flow of reports and questionnaires, including tracking of questionnaires sent back from the office to the field for call-backs.
Participate in planning and carrying out community mobilization and dissemination activities to community members, policy makers, and scientific audiences.
Produce technical and other progress reports on field operations as required.
Participate in the training of Field Personnel.
Attend all management planning meetings as require

Qualifications:

Extensive experience in the supervision of field work teams
Extensive experience as a field supervisor on at least one (1) national survey or census
Must have at least 5 O’ levels.
Knowledge of surveying methodologies and best practices.
Strong editing, writing and proofreading skills.
Excellent organizational and problem-solving skills.
Demonstrates initiative and ability to work independently and in a team environment, sets priorities, juggles task and meets deadlines

Title: Field Supervisor

Reports To: Field Coordinator

Job Purpose: To enable and ensure the consistency, completeness and timeliness of all fieldwork.

Duties and Responsibilities:

Supervises the work of the Field Enumerators.
Locates and make initial introductions to households.
Liaises with professional staff of the Census and Surveys Unit.
Ensures the consistency and completeness of fieldwork in a timely manner.
Transports field enumerators as required.
Conducts follow-up interviews.
Address all queries and meet with Census and Survey Unit professional staff as required.
Collects and return survey instruments according to timetable.
Ensures that deadlines are met.
Follows all procedures as outlined in the Survey Field Manual.

Minimum training and qualifications

1. Must possess experience as a supervisor on at least one (1) national survey or census.
2. Must have at least 3 O’ Level subjects.
3. Previous experience on Household Budget Survey (HBS) may be considered an asset.
4. Must own a good working vehicle

Required Knowledge, Skills and Abilities

1. Ability to communicate effectively.
2. Skills in supervising persons conducting fieldwork.
3. Ability to work long hours including weekends and public holidays.

Title: Field Enumerator

Reports To: Field Supervisor

Job Purpose: To interview selected households and individuals ensuring the consistency and completeness of all Survey documents.

Duties and Responsibilities:

1. Locates selected households.
2. Interviews households and Individuals using the assigned Survey Questionnaires.
3. Ensures the completion of the Survey Diary.
4. Ensures the consistency and completeness of all questionnaires.
5. Resolves all inconsistencies with the survey respondents.
6. EilSlll’es the timely completion of fortnightly workloads.
7. Meets with assigned Field Supervisor.
8. Meets with Census and Surveys staff as required.
9. Follows all procedures as outlined in the Survey Field Manual.

Minimum training and qualifications

1. Previous experience on at least one ( l) national survey or census.
2. Must have at least 3 O’ Level subjects.
3. Previous experience on Household Budget Survey (HBS) may be considered an asset

JOB TITLE: Driver/Courier

JOB SUMMARY:

The incumbent is required to provide reliable and safe driving services for the transportation of personnel and/or materials/equipment and to perform messengerial duties such as collecting and delivering mail, documents, stores and other supplies. Duties also include the routine maintenance of the vehicle and operating standard office equipment.

KNOWLEDGE:		Knowledge of the principles of automotive operations sufficient to detect defects in operations.
	•	Knowledge of Trinidad and Tobago Road network and locations of
		Government Ministries, Departments and other agencies.
SKILLS AND ABILITIF.S:	• •	Skill in the safe operation of a light motor vehicle. Ability to establish and maintain effective working relationships
		with fellow employees and members of the public.
	•	Ability to operate standard office equipment.
	•	Ability to perform routine vehicle maintenance.
	o	Ability to maintain vehicular logs.
