Job Description
The incumbent is required to supervise junior legal officers performing legal work in the Unit/Division of a Ministry/ Department. Duties include appearing in court, providing legal advice and opinions and drafting legal documents on the more complex legal matters involving the Ministry/Department. The incumbent also assists in planning, organizing and preparing the work programme of the Unit/Division.Key and Critical Responsibilities
- Supervises junior legal officers and other staff providing support work.
- Assigns and reviews the work of junior legal officers while providing training, advice, guidance and direction on legal matters.
- Plans, organises and prepares the work programme of the Legal Services Unit/Division.
- Represents the Ministry/ Department in court and before other tribunals on the more complex legal matters.
- Drafts the more complex legal documents including contracts, leases and agreements.
- Reviews systems, policies and procedures and makes appropriate recommendations to improve productivity and quality service.
- Confers with relevant official of Ministries/ Departments and attends meetings to give professional legal advice.
- Prepares and/or reviews legal opinions.
- Reviews legal/court documents for completeness and accuracy.
- Advises on the more complex legal issues related to the administration, interpretation and enforcement of laws pertaining to the operations of the Ministry/Department.
- Participates in or supervises the preparation of instructions for submission to state central legal central legal agencies on legal matters involving the state.
- Participates in or supervises court case preparation work such as interviewing witnesses, taking depositions and preparing pre-trial briefs and preparing draft pleadings for filing.
- Supervises the conduct of research and analysis on legal matters pertinent to the Ministryâs/Departmentâs operations.
- Participates in and/or supervises the review of existing legislation, rules, and regulations pertaining to the Ministry/ Department and recommends/ formulates appropriate amendments.
- Reviews systems and procedures and recommends or devises strategies/ mechanisms to improve the effectiveness of legal services delivery.
- Leads or participates in negotiations/ consultations with external/ internal parties.
- Prepares Cabinet/ Ministerial Notes, memoranda, letters, and other documents on legal matters.
- Represents the Ministry/Department on committees and in meetings and other fora.

- Ability to use e-Government technology platforms.

Job Description
This job requires that the incumbent actively monitor, track and respond to offender alarms on the Electronic Monitoring system as a condition of pretrial release. Be motivated and results oriented. Show genuine commitment as a team player with a strong desire to succeed. Staff assigned to the Electronic Monitoring control centre confers daily with Ministry of National Security staff, offenders, courthouse personnel, law enforcement, various Criminal Justice Agencies and the vendor providing electronic monitoring services, in order to monitor compliance with court ordered conditions of release.
Key and Critical Responsibilities
- Overall responsibility is to monitor, track, trace and respond to offender alarms.
- Responds directly to the Monitoring Supervisor.
- Works Closely with electronic Monitoring Provider and maintain open communications with the Monitoring Supervisor as well as the Trinidad and Tobago Police and stakeholders.
- Demonstrate a strong technical expertise.
- Assist to review and resolve all scheduled maintenance and communications alerts.
- Ensures accuracy and efficiency of Electronic Monitoring devices and software.
- Ensure operational procedures are adhered to at all times.
- Undertakes daily maintenance and up-keep of the Electronic Monitoring offenders register.
- Provide real time tracking of the location of a person or a respondent.
- Aptitude to assess offenders in emergency situations and implement solutions to resolve problems.
- Assist with geo-fence requests on specific person or respondent and report alarm notifications signal loss and device malfunction forthwith to the relevant authorities.
- Ability to operate electronic monitoring and global positioning equipment.
- Ensure complete enrolment/data entry for all personnel into the system.
- Communicate effectively both orally and in writing and prepare and organize written reports.
- Plans, organize work, and manage time effectively.
- Performs other duties as assigned.
Key Competency
- Must be familiar with the Electronic Monitoring Act No. 11 of 2012 and its provisions for the implementation of a system for Electronic in Trinidad and Tobago and for related matters.
- Knowledge of the laws, rules and regulations pertaining to electronic monitoring programs, and the operation of the criminal justice system.
- Knowledge of electronic monitoring and global positioning equipment capabilities.
- Good Communications and interpersonal skills.
- Ability to use computers, operate Global Positioning System, Geographic Information System software and other Criminal Justice related information systems.
- Maintain accurate records within a computerized system.
- Demonstrate commitment to department values and mission.
- Ability to function within the enclosed environment of a Control Room.

Job Description
The incumbent is required to co-ordinate and supervise the work of professional and other support staff engaged in the provision of procurement and disposal services in a Ministry/Department, under the direction of a senior officer. Work includes contributing to the formulation of the procurement and disposal strategic plan; participating in the development and management of related programmes and projects; overseeing the implementation of performance management systems related to public procurement and disposal; collaborating on the development of tender documents; developing training and information programmes; liaising with the Office of Procurement Regulation on procurement and disposal issues and making recommendations for the revision or development of new policies and procedures.
Key and Critical Responsibilities
- Co-ordinates and supervises the work of a group of professional and other support staff engaged in the provision of procurement and disposal services in a    Ministry/Department.
- Â Contributes to the formulation of the procurement and disposal strategic plan.
- Participates in the development and management of the procurement and disposal programmes and projects to support the achievement of the objectives stated in the procurement and disposal strategic plan.
- Consults with the Office of Procurement Regulation to obtain advice and guidance on the interpretation and application of procurement and disposal legislation, policies, and procedures.
- Oversees the implementation of procurement and disposal activities to ensure that suppliers and contractors are in compliance with the Public Procurement and Disposal of Property Act.
- Oversees the implementation of the performance management system related to public procurement and disposal in the Ministry/Department.
- Collaborates with the Manager to develop tender documents and monitors and reviews other procurement activities
- Oversees the activities involved in the implementation of measures to identify and prevent fraudulent practices.
- Oversees the maintenance of the public procurement database of the Ministry/Department which is linked to the centralized database of the Office of Procurement Regulation,
- Drafts preliminary budgetary estimates of expenditure for the Procurement and Disposal Unit in collaboration with the Manager.
- Develops procurement and disposal related training and information programmes in consultation with the Manager.
- Provides advice, guidance and support on complex procurement and disposal issues, pertaining to the interpretation and application of relevant legislation, policies, procedures, rules and  regulations.
- Reviews and analyses reports, proposals, draft Notes for Cabinet, circulars and other documents for accuracy and makes appropriate amendments.
- Drafts Notes for Cabinet, reports and other documents in relation to complex assignments and submits reports and/or recommendations, as required.
- Collates client feedback, information on trends and existing procurement and disposal policies and procedures and recommends revision or the development of new policies and procedures.
- Reviews, develops and maintains relevant procurement and disposal procedural manuals and other procurement and disposal planning tools.
- Serves as a resource person on procurement and disposal matters at training courses, seminars and workshops.
- Represents the Ministry/Department on committees and at meetings, conferences and other fora, as required.
