The incumbent is responsible for the planning and development of the Library and Knowledge Centre through the selection, acquisition, organisation and dissemination of information resources to members of staff and the public. S/He is also required to develop policies and procedures for the proper administration and effective utilisation of resources whilst ensuring compliance with appropriate Library Standards.
Key and Critical Responsibilities
Prepares annual work plan and budget for the operation of the Knowledge Centre. Implements the policy and procedures manual to ensure adherence and compliance with the standards set for the proper administration and operation of the Knowledge Centre and its resources. Organises resources (books, reports, journals) and catalogues same by providing Subject Headings, Classification Numbers and Abstracts, to documents and reports. Ensures that daily statistics are compiled in order to prepare the monthly and annual reports on the activities of the Knowledge Centre. Evaluates the gaps in the information resources and oversees the selection, acquisition and organisation of resource materials to support the needs of users. Indexes and abstracts newspapers and journals in order to maintain the Information Files and add to build information resources. Creates and maintains electronic databases to manage the information resources and to meet the needs of the Knowledge Centre. Reviews Freedom of Information Act (FOI) requests, seeks information from relevant files and, liaises with Legal Services to draft responses and for approval to release the documents / information. Manages access to, and disseminates information contained in the National Registers. Establishes and convenes committees, task forces, or other groups, as necessary, to deal with specific records management initiatives. Plans and organises informational displays to commemorate selected days on the environmental calendar by culling information from EMA publications for dissemination to users. Prepares specifications, evaluates offerings, negotiates, and oversees contracts for records management services that EMA may acquire from external suppliers, including consultants, record storage providers, imaging service companies, and software vendors. Maintains annual subscriptions of journals and newspapers. Performs a referral service to other libraries or Knowledge Centres. Provides a current awareness/alerting services to members of staff by posting notices of new arrivals (books, periodicals) and newspaper/journal articles. Performs any other related duties as may be required.
- Minimum of a Post Graduate Certificate or Diploma from an accredited University in Library and Information Science or in a related area.
- Minimum of five (5) years’ prior work experience in a related field with at least three (3) years in supervising a team.
- Considerable knowledge of library science.
- Considerable knowledge of records management.
- Knowledge of information systems (geographic, integrated library systems (MINISIS) and trends in information management.
