Job Summary
Responsibilities
The Industrial Relations Specialist (IRS) provides direct assistance to the Industrial Relations Manager (IRM) relevant to the provision of advice and guidance to managers and supervisors, on the interpretation and application of the provisions of the Collective Agreement, and Policies and Practices of the Authority. The IRS will participate in meetings with the recognized majority Unions, to discuss workers’ grievances in line with the Grievance Procedure. He / she is expected to be knowledgeable of the labour laws of Trinidad and Tobago given the impact of these on pending negotiations and grievances.- Assists in the administration and interpretation of the Authority’s collective agreements, and ensures compliance with the terms and conditions of such agreement.
- Conducts research on Industrial Relations matters as directed by the IRM.
- Drafts correspondence/presentations relevant to IR matters for the review of the IRM as required
- Prepares draft reports and statements of cases, for legal counsel in industrial disputes, and attends Industrial Court as may be required by the Industrial Relations Manager.
- Undertakes investigations and prepares findings and recommendations for the review of the Industrial Relations Manager.
- Assists the Industrial Relations Manager in collective bargaining/ negotiations.
- Assists with internal grievance handling and represents the Authority at conciliation and arbitration stages when required.
- Liaises with management and the representative unions, on employee matters as directed by the Industrial Relations Manager.
- Performs other related duties as required.
Minimum Requirements
BSc Degree/ BA in Labour Studies or Social Sciences/Business Management/Economics or equivalent level qualification from an accredited academic institution
Qualification/ Experience and Training:
- Diploma in Industrial Relations from an accredited academic institution
- Certificate in OSH Training
- Minimum of five (5) years’ relevant working experience
- Working knowledge of existing employment legislation, Joint Negotiating team agreements, and the Public Service Act and Regulations
- Working knowledge of the principles and techniques of collective bargaining conciliation, (including Ministry of Labour procedures) and other methods of settling disputes
- Proven ability to conduct research on IR related matters
- Proven ability to prepare draft Collective Agreements, Evidence and Arguments and other IR documents
- Capacity for economic reasoning, as evidenced by understanding the use of economic data in the collective bargaining process
- Ability to assist in delivering Industrial Relations Training
- Evidence of negotiating and conflict resolution skills
- Strong communication (both verbal and written) inclusive of presentation skills
- Strong proficiency in the Microsoft Office Suite
- High level of integrity, confidentiality and professionalism.

Job Summary
ResponsibilitiesThe Human Resource Support Officer (HRSO) is required to support the delivery of HRM services in Tobago by advising on the application and interpretation of existing Collective Agreements, HRM policies and procedures, rules and regulations. Duties include monitoring, reviewing, evaluating, researching and drafting HRM policies, procedures, systems and programmes, attending meetings and serving on Committees. The HRSO is a key member of the Human Resource Team and is expected to demonstrate high levels of confidentiality and professionalism at all times. He/she must ensure that advice and guidance provided to management and staff in the Tobago GSS are in alignment with approved HR/IR Policies etc. of the Port Authority.
- Assists in monitoring and forecasting manpower requirements in Tobago to ensure that the GSS is properly staffed at all times.
- Conducts research and utilizes supporting data in the analysis and evaluation of information to assist in the preparation of HRM related policy documents, briefs, working papers, presentations etc.
- Collects, compiles and verifies data on human resource matters in Tobago to contribute to the development of HRM policies and procedures.
- Coordinates and supports the execution of recruitment and selection activities in Tobago such as shortlisting, interviewing, compiling final interview reports and conducting reference checks.
- Prepares draft reports, Board/HRC Notes, internal notes and other documents as required.
- Conducts training and development needs analysis and contributes to the development of a Training Plan for Tobago.
- Evaluates the effectiveness of training by liaising with all key internal stakeholders.
- Advises on the interpretation and application of performance management policies, procedures and guidelines.
- Collates information on identified gaps in employee performance based on completed performance appraisal reports and makes recommendations for remedial training and the subsequent re-evaluation of the employee’s performance post training.
- Assists in the administration of procedures for handling employee grievances and disciplinary processes as per Collective Agreements and HR best practices.
- Provides advice and support regarding the management of employee related matters.
- Liaises with Line Managers and assists in the preparation of the Departmental Payroll budgets in the required format and within pre-determined timeframes.
- Assists in the analysis of the HR metrics to allow for measuring HR partnership and decision-making.
- Prepares, submits and/or presents reports as necessary.
- Assists in the preparation of Board Notes on HR matters for the consideration and approval of the Human Resource Committee/ Board of Directors.
- Performs any other related duties as assigned.
Minimum Requirements
Bachelor’s Degree in Human Resource Management or Management with core courses in HRM from an accredited academic institution
Qualification/ Experience and Training:
- Minimum of five (5) years’ related working experience inclusive of two (2) years supervising junior employees in a HR/IR environment
- Certificate in Industrial Relations from an accredited academic institution
- Certificate in OSH from an accredited academic institution will be an asset
- Working knowledge and application of employment laws and regulations
- Working knowledge of the principles and practices of good industrial relations
- Working knowledge of OSH requirements
- Experience in the interpretation and administration of Collective Agreements
- Experience in handling non-complex disciplinary matters
- Experience in drafting reports, letters, presentations etc.
- Extensive knowledge of public sector policies, procedures, rules and regulations related to HRM
- Extensive experience in conducting research
