JOB SUMMARY
The Children’s Services Associate, Investigation (CSA) is tasked with the responsibility of launching inquiries into all reports made to the organisation that involve children in need of care and protection. The main goal of the CSA is to substantiate or not substantiate the respective allegations made by reporters to the Children’s Authority. When necessary, the CSA when is also responsible for receiving children into care. This is determined by the level of risk that each child is exposed to at the time of the intervention.
When carrying out this responsibility the CSA will be required to prepare relevant reports for the application of court orders in respect of receipt of children into care.
All activities must be geared towards maintaining the highest levels of service to all internal and external stakeholders, must be sensitive to children’s issues, and must conform to the guidelines and standards set by the Authority and to all legal, regulatory and statutory requirements.
KEY RESPONSIBILITIES AND DUTIES
- Conduct investigation into reports of children allegedly in need of care and protection.
- Conduct investigative interviews with victims, reporters and other stakeholders in all cases assigned by the Team Leads, primarily to address the needs of the children concerned. The best interest of the child shall be the first priority when making decisions.
- Determine the safety of children who are subjects of reports of abuse, neglect and/or abandonment and decide on initial responses or courses of action in line with the investigation protocol.
- Explore signs of the reported abuse, neglect or injury.
- Investigate assigned cases in accordance with the established maximum timeline of 30 days.
- Provide timely feedback to the Team Lead, Investigation regarding assigned reports for investigation.
- Prepare reports regarding investigation conducted and make the necessary recommendations regarding the validity of the report made.
- Ensure that difficulties or challenges that are encountered while undertaking any investigation are immediately communicated to the Team Lead, Investigation.
- Prepare and submit reports to the Team Lead, Investigation for review in a timely manner.
- Enter relevant information in the Investigation Module of the Child Protection Information Management System.
- Collaborate professionally with partner agencies.
- Attend court as part of a team that makes a petition to the court or provide testimony on behalf of a child.
- Interacts meaningfully with persons and organisations that refer children to the Authority with a view to understanding the issues related to the child so that decisions can be taken in the best interest of the child.
- Maintain documented records/ investigation notes of the personal history, interventions and action plans related to each child and submits appropriate reports to the Team Lead, Investigation.
- Maintain professional and technical knowledge by attending educational workshops, reviewing professional publications and participating in professional societies and advising on trends in social services management.
- Supports the development and maintenance of a team environment by performing other related duties.
MINIMUM QUALIFICATIONS AND EXPERIENCE
- Bachelor’s Degree in Social Work, Social Sciences, Psychology, Counselling or related field.
- Two years’ experience in the social services field would be an asset.
- Voluntary/internship experience working with children and/or families.
- Working knowledge of social services agencies in Trinidad and Tobago.
- Working knowledge of social problems and cultural norms in Trinidad and Tobago, especially as they relate to children.
- Working knowledge of laws relating to the protection of children
- Working knowledge of social intervention strategies.
- Or equivalent combination of training and experience.

JOB SUMMARY
The Research & Planning Manager is responsible for developing and implementing a research, planning, monitoring and evaluation plan that facilitates the systematic collection, analysis and feedback of data about the programmes and interventions administered by the Children’s Authority. The incumbent ensures that the outcomes from the implementation of this plan inform policy-development, decision-making and the operational activities of the Authority to the benefit of stakeholders.
KEY RESPONSIBILITIES AND DUTIES
i. Develops and implements an effective system of collecting and analyzing data using appropriate research methods that ensure the delivery of high-quality, reliable information for use by the Authority and its stakeholders.
ii. Develops a research agenda for the Authority, conducts and manages research projects on relevant subject matters and issues, and presents findings and recommendations in an attractive, user friendly actionable format.
iii. Establishes a dissemination system for the research results through written reports, publications and presentations to a variety of stakeholders.
iv. Provides research and planning support to the Authority’s management team and across the organization.
v. Establishes and oversees a monitoring and evaluation framework the results of which will inform the Authority’s development priorities and results, capacity building and the delivery system for high-quality childcare, nationally; all leading to the continuous improvement of childcare practices.
vi. Establishes and maintains a proper record-keeping system that enables efficient and effective data processing and tracking of programme, project and intervention performance indicators, allowing the Authority to take timely corrective actions, when necessary.
vii. Works closely with the Deputy Director, Corporate Services and other section managers to ensure that the research, planning, monitoring and evaluation process and services are transparent, time-conscious, adheres to the Authority’s quality standards, and are responsive to customers’ needs and environmental changes.
viii. Provides professional advice, and presents regular reports, through the Deputy Director, Corporate Services to the Director and the Board of Management on the operational activities of the Research, Planning, Monitoring and Evaluation Section.
ix. Builds, maintains and develops effective relationships and collaboration with agencies and organizations within communities throughoutTrinidad and Tobagoin order to easily access community data, meet community needs and ensure better service delivery to child protection clients.
x. Develops and conducts comprehensive induction, on-going training programmes and regular professional development opportunities for stakeholders (including Authority staff) to ensure that they have the tools and mechanisms for collecting reliable data, and the knowledge and skills to action the recommendations therefrom, in providing excellent services to their clients.

JOB SUMMARY
The Projects Associate is responsible for ensuring that specific projects that fall under the purview of the Director’s office are kept on track and moving forward, and implemented efficiently and successfully within the agreed terms of the projects. The incumbent contributes to project content development, and provides constant oversight of the project to ensure activities are being performed, collecting data to analyze performance, identifying problems and correcting as needed, and reporting on progress.
KEY RESPONSIBILITIES AND DUTIES
i. Works closely with the Director in creating project documents, plans and budgets; and monitors the resultant work plan; making the necessary interventions to ensure that the implementation of projects remain on schedule.
ii. Assists with advancing the processes and procedures of contracting and executing consultancies that are commissioned from time to time in implementing different aspects of the Children’s Authority Strategic Plan;
iii. Liaises with appropriate staff of the various departments and sections of the Children‘s Authority in order to advance project plans, prepare and submit reports and execute other work programmes originating from the Office of the Director.
iv. Co-ordinates project meetings, creates meeting agendas, records and distributes meeting minutes.
v. Develops, edits and distributes project materials, including programme outlines, action tables, rosters, and progress reports.
vi. Compiles and analyses data from project evaluations to assist with the development of outcome materials and/or publications.
vii. Ensures that all material developed is suitably quality assured, referring ay issues for resolution to the appropriate senior manager or the Director, as needed.
viii. Reviews and prepares technical documents originating from the office of the Director, manages the logistical aspects of the Director’s meetings, and records the minutes of the meetings.
ix. Interacts professionally with representatives of community groups, agencies and organisations; and manages the system of stakeholder interactions, including organising meetings, seminars, workshops and symposia.
x. Works closely with the Executive Assistant to prepare documents, information and presentations for use by the Director at training sessions, conferences, seminars, workshops and symposia.
xi. Develops and maintains up-to-date distribution lists/communication directories for key stakeholders, service users, and service providers/consultants.
xii. Researches information on national, regional, and international initiatives and developments on Child Protection that would impact the work of the Authority and make recommendations on how it should be integrated into our work programmes.
MINIMUM QUALIFICATIONS AND EXPERIENCE
- A Bachelor’s degree in Project Management, Business Management, Social Sciences or equivalent qualification from a recognized university.
- A minimum of three (3) years’ experience working closely with senior management.
- A professional qualification in project management and implementation or any other equivalent combination of training and experience will be considered.

JOB SUMMARY
The Senior Legal Associate provides high quality, legal advice to the Children’s Authority and effective legal representation in court in matters concerning children. The incumbent works closely with the Legal Services Manager and other professionals in preparing court briefs for advocating matters before the courts. The incumbent is responsible for conducting research, drafting legal opinions and developing contracts.
These services will be delivered in keeping with best practice, while respecting and promoting the rights of the child. When carrying out responsibility, the incumbent may be required to appear before the courts and access children where they live in private homes and community residences.
All activities must be geared towards maintaining the highest levels of service to all internal and external stakeholders and clients, must be sensitive to children’s issues, must conform to the guidelines and standards set by The Authority and to all legal, regulatory and statutory requirements.
KEY RESPONSIBILITIES AND DUTIES
- Provides legal advice and guidance to the Authority’s management on matters relating to children in need of care and protection, family services matters, adoption matters and foster care matters.
- Provides instructions in the management of case proceedings in court and effective follow through in securing the welfare of children.
- Assists in the development, implementation and maintenance of the case management and administration systems required to support the effective conduct of child advocacy matters, and secure the welfare of “at risk” and abused children.
- Develops, implements and manages an effective ADR system and mechanisms that empower and enable the participating parties to develop and seek mutually acceptable solutions, which they choose to meet their needs.
- Co-ordinates and manages mediation services to facilitate the speedy and effective resolution of conflict within the Authority, within families and between the Authority and the families of its clients.
- Establishes and monitors policies, guidelines, protocols and standards for the conduct of ADR activities and the mediation process, and makes recommendations for improvements, as required.
- Identifies and analyses systemic issues/problems experienced in mediation cases, prepares reports and makes recommendations for appropriate follow-up action.
- Develops and maintains a tracking system for the capture, maintenance and reporting of up-to-date, accurate and complete information on ADR and mediation services provided, families served, and outcomes of the evaluation of ADR activities.
- Assists in the development and implementation of an effective system of record-keeping, filing and retrieval to ensure best practices in child care case management and ADR services, as well as establishes a reference library of dispute resolution materials and papers for research and educational purposes.
- Develops and delivers training programmes for stakeholders and staff of the Authority on the ADR approach in dealing with issues/concerns, effective navigation of the court system and other relevant subject areas in alignment with the mandate of the Authority.
- Prepares both written and oral opinions and presentations on cases, as required.
- Co-ordinates the process of legal and social science research on public policy issues affecting children who are in, or at risk of coming into, the child welfare/protection system, and advises Authority managers on relevant legal issues, strategies and solutions for the care of these children in need.
- Reviews legislation dealing with children, and the laws impacting child protection investigation and prosecution of children at risk and child abuse cases in Trinidad and Tobago, makes recommendations for amendments to the relevant laws based on best practices research; and assists in drafting recommended changes to legislation.
- Operates as a legal advisor in the development and implementation of child protection and care policies, systems, protocols, guidelines and procedures.
- Advises on, and provides guidelines for, pre-court file preparation and management and the proper conduct of court procedures and follow-up on behalf of children.
- Represents the Authority in court, at hearings and other judicial proceedings, as well as at official events, as required.
- Identifies and analyses systemic issues/problems experienced in cases before the court; prepares comprehensive reports and makes recommendations for corrective action.
- Prepares both written and oral opinions and presentations on children’s issues, as required.

- A minimum of five years’ post-qualification experience as an Attorney-at-Law with at least three years at a supervisory level.
- Any other equivalent combination of training and experience will be considered.
