The National Training Agency (NTA) is an Organisation established by the Government of the Republic of Trinidad and Tobago to co-ordinate, regulate and monitor Technical and Vocational Education and Training (TVET) in Trinidad and Tobago. HUMAN RESOURCES MANAGER
The Manager of Human Resources plans directs and co-ordinates all human resource management activities of the Agency to maximise the strategic use of the NTA’s human resources. This position also carries responsibilities in the following functional areas: departmental and organisational development, Human Resource Information Systems (HRIS), employee relations, training and development, occupational safety and health, compensation, and employment. The performance of the incumbent in this position impacts the ability of the organisation to effectively manage its human resources, maintain a stable industrial relations climate and achieve its strategic objectives. The incumbent liaises with management, all staff , the trade union, and other external stakeholders in the performance of his/her duties and responsibilities.
ROLE AND RESPONSIBILITY:
- Managing all aspects of HR and IR including recruitment, performance management, sta development, employee relations, employee well-being, union negotiations, compensation, and bene ts;
- Strengthening the HR function and providing support to line managers on business decisions from an HR perspective, to improve efficiency and maximize the effectiveness of all employees, in line with the strategic plan;
- Liaising with the CEO in determining the strategic direction of all human resources principles in line with corporate objectives; • Developing and implementing HR strategies and initiatives aligned to the overall corporate strategy;
- Promoting a positive working environment;
- Executing the organisation’s human resource and talent management strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning;
- Leading HR planning and coordination, and the evaluation of policy and organisational changes;
- Participating in the development of budget requests; monitoring expenditures according to budget allocations/appropriations; and recommending and/or initiating cost-saving measures;
- Participating in labour-management negotiations and discussions; assisting staff with labour relations problems; advising management in the area of labour relations;
- Conducting or directing investigations of human resource issues; recommending appropriate action and providing advice to management and staff ;
- Developing and implementing HR policies and procedures in line with NTA strategic plan, national labour legislation, collective agreement, and other related documents;
- Monitoring the management, development, and maintenance of the Human Resource Information System.
