Head, Legal Division, Office of the Ombudsman

Applications are invited from suitably qualified persons for appointment to the office of Head, Legal Division (Group L5B), Office of the Ombudsman.

The incumbent is required to advise to Ombudsman and investigators on all legal matters pertaining to the functioning of their offices or the exercise of their powers as provided for in Acts No. 4 of 1976 and No. 23 of 1977.

REQUIRED QUALIFICATIONS, EXPERIENCE AND SKILLS

Minimum qualifications:

• LLB and a LEC – Legal Education Certificate

• Admission to practice Law in Trinidad and Tobago

Minimum Experience:

• Four (4) years’ legal experience as a practicing Attorney-at-Law with experience in the Judicial and legal Service

• Considerable knowledge of the law and enactments relating to the powers and functions of the Ombudsman

• Considerable  knowledge  of  the  laws,  ordinances  and  regulations  relating  to  Government

Administration

• Considerable knowledge of the Laws of Trinidad and Tobago

• Considerable knowledge of legal principles, practices and proceedings

• Considerable knowledge of Government procedures and practices

Skills:

• Considerable advocacy skills

• Considerable interpersonal skills

• Considerable communication skills both written and oral

• Considerable management and supervisory skills

• Considerable analytical and reasoning skills

• Considerable negotiation skills

• Considerable human relations skills

SALARY

Group L5B: $23,130 – $23,630 per month

Under the direct supervision of the Senior State Counsel, the incumbent is required to perform legal work with some autonomy. The incumbent assists the Senior State Counsel in advising the Ministry on Civil and Criminal proceedings and any other area within the law that has relevance to the operation of the Ministry.

Deputy Supervisor of Insolvency, Ministry of Finance

SALARY:

Group 3B: $25,370 per month (2013).

Applicants are advised that the maximum age for recruitment shall be fifty (50) years in accordance with Regulation 16 (1) of the Civil Service Regulations, made pursuant to the Civil Service Act, Chapter

23:01 of the Revised Laws of the Republic of Trinidad and Tobago.

JOB SUMMARY:

The incumbent is responsible for providing leadership in developing and managing the operations of the new Office of the Supervisor of Insolvency. The Office is charged with developing, implementing and managing a new supervisory framework that will support the objectives of the Bankruptcy and Insolvency  Act  2007.  Under  the  direction  of  the  Supervisor,  the  Deputy  is  responsible  for  the developing, establishing and managing key operational functions of the office including: the administration  of  the  insolvency  programme  involving  the  filing  and  processing  of  insolvency proceedings under the Act; trustee licensing and the managing of the supervisory framework.

MINIMUM EXPERIENCE AND TRAINING REQUIREMENTS:

• Post-graduate qualifications in management or finance or economics or accounting.
• Minimum of eight (8) years’ experience in liquidation, insolvency and bankruptcy.
• LLB in Law.
• Executive management experience in Business and/or the public sector.
