      Office of Medical Officer I (Range 62), in the Public Service

      SALARY:

      Range 62: $15,077 per month (2013).

      Applicants are advised that the maximum age for recruitment shall be fifty (50) years in accordance with Regulation 16 (1) of the Civil Service Regulations, made pursuant to the Civil Service Act, Chapter 23:01 of the Revised Laws of the Republic of Trinidad and Tobago.

      DISTINGUISHING FEATURES OF WORK:

      An employee in this class diagnoses and administers general medical treatment to patients in a hospital or through extension services at a clinic, school or clinomobile or other designated place. Work involves
      the examination of patients, diagnosing, advising and carrying out necessary treatment in the
      investigation, eradication, prevention and control of diseases, or referring complicated cases for further
      professional attention. Work may also entail minor surgery or assisting in major operations.



      MINIMUM EXPERIENCE AND TRAINING REQUIREMENTS:

      Training as evidenced by the possession of a recognized medical degree and the successful completion of one (1) year’s internship at a Hospital approved by the Medical Board.

      NECESSARY SPECIAL REQUIREMENT:

      Registration as a medical practitioner by the Medical Board of Trinidad and Tobago.

Under the direction of the Permanent Secretary, the incumbent is required to provide legal advice on issues/matters affecting the operations of the Ministry of National Security. The
      incumbent also assists in the formulation of policies for the Ministry of National Security within the limits of the law.

      REQUIRED QUALIFICATIONS, EXPERIENCE AND SKILLS

      Minimum qualifications:

      LLB and an LEC – Legal Education Certificate
      Admission to practice Law in Trinidad and Tobago

      Minimum Experience:

      Six (6) years post qualification experience in legal work of which 2 (two) years should be in the Judicial and Legal Service
      Considerable knowledge of Laws of Trinidad and Tobago

      Senior Professional-Information Systems

      Description

      The incumbent reports to the Team Lead-Internal IT and has responsibility for internal information systems deployment and support guided by the System Development Life Cycle or Agile principles inclusive of the following:

      • stakeholder engagement;
      • requirements documentation;
      • quality of service delivery; and
      • Implementation.



      Key and Critical Responsibilities

      • Provides technical expertise and support for the management of the company’s core Business Information Systems including designing, testing, operating, upgrading and improving IT services
      • Provides third-level response, review and diagnostics to incidents, requests, problems and changes regarding deployed information systems
      • Leads planning, design, implementation, enhancement and maintenance of the company’s Finance, HR, Payroll, Enterprise Project Management, IT Service Desk, Intranet Portal, CRM, Website and database services
      • Responsible for maintaining functional and non-functional specifications in a portfolio of systems/applications designed to meet business requirements throughout project and program lifecycle
      • Formulates and defines system scope and objectives through research and fact-finding combined with an understanding of applicable business systems and industry requirements
      • Solicits and documents the functional specifications to assist in the design of technical structures based on the existing standards and processes to meet business requirements
      • Provides integrated systems analysis and identifies how application/systems interact to support business processes
      • Liaise with the infrastructure architects, vendors and users to ensure they understand the functional requirements of the systems
      • Configures system settings and options to ensure business requirements are fulfilled
      • Maintains documentation and knowledge base repositories for assigned services and infrastructure as relates to systems design, configuration and changes
      • Defines information systems project requirements by identifying project milestones, phases, and elements; forming project team; establishing project budget
      • Monitors project progress by tracking activity, resolving problems, managing risks, publishing progress reports and recommending actions
      • Communicates with vendors as needed to identify and resolve technical issues and introduce new services
      • Maintains policy compliance standards related to server and networking configuration and end user use of IT resources, addressing and reporting non-compliance issues as needed
      • Performs Service Desk activities by maintaining records of incidents, requests, work activity and resolution using Service Desk software solution
      • Coordinates activities of level 1 and level 2 support personnel to support service transition and operation processes
      • Occasional evening and weekend work to facilitate off-peak service and infrastructure upgrade, maintenance, repair and on-call availability for emergency issues
      • Performs other relevant duties assigned by the Team Lead, IT
      • Ensure compliance and achievement of identified KPIs, SLAs and OLAs for the team
      • Support the other Teams in the achievement of their SLAs and OLAs
      • Work with other company Units on ICT related projects.

      Key Competency

         Knowledge & Experience: 

      • At least 5 -7 years’ relevant experience in Information Technology administering business      applications as evidenced by projects executed

      Education/Accomplishments:

      • Proven formal training or certification in ITIL required
      • Professional systems and network administration training / certification would be considered an asset
      • Experience in a public service environment would be considered an asset.

      GENERAL MANAGER, QUALITY IMPROVEMENT/RISK MANAGEMENT

      The incumbent will be responsible for the development and implementation of a strategic plan for Quality Improvement and Accreditation. Work is performed with considerable initiative and independent judgment in consultation with other managers, clinical directors, primary care directors, nursing and service managers.


      Main Responsibilities

      • Contributes as a member of the executive management team in the Authority’s Transformation trust.
      • Assists in formulating the organisation’s direction and supporting tactical initiatives.
      • Ensures the implementation and monitoring of the Authority’s Quality Management System.
      • Develops a comprehensive and systematic approach for improvement by advising on recommendations, based on the results from multidisciplinary audit teams and the development of Improvement Teams at a regional level.
      • Initiates systems for development and implementation.
      • Reviews clinical standards, protocols and outcome standards for the Region by contributing to the process of policy formulation.
      • Develops Service Standards in collaboration with the Authority’s Managers at the regional and national levels.
      • Facilitates adherence to established policies and procedures by communicating same to the Managers and other relevant personnel.
      • Leads and participate in the planning and execution of special improvement projects of the Authority as determined by the Chief Executive Officer.
      • Ensures compliance with International Organisation for Standardisation (ISO).
      • Facilitates organization initiatives to ensure that accreditation is achieved and maintained.


      Minimum Qualifications, Requirements and Experience:

      • Bachelor Degree in Health Service Management or a related discipline.
      • Postgraduate qualification in Quality Management and Quality Auditing from an accredited institution.
      • Minimum of five (5) years’ experience in a similar position, two (2) of which must be middle or senior management level.
      • Experience in the Public Sector will be an asset.

      *Certificates acquired at foreign universities MUST be supported by certified transcripts as well as evidence that the completed programme is accredited in Trinidad and Tobago.
