The Government of Saint Vincent and the Grenadines is undertaking its readiness activities for accessing Green Climate Fund (GCF) resources for addressing climate change. The project, Resilient Recovery Rapid Readiness Support in St. Vincent and the Grenadines, will involve enhancing strategic frameworks to address policy gaps, improve sectoral expertise, and enhance enabling environments for GCF programming. The activities under this Readiness will provide important baseline data and information that would be useful for future decision making on climate change priorities and support the development of concept notes and proposals.
The Consultant will report to the Policy Officer for Environment and Climate Change in the FAO Sub-Regional Office for the Caribbean in Barbados.
In this context, under the overall supervision of the Policy Officer for Environment and Climate Change and in close collaboration with other technical officers and consultants, this consultant will provide support towards the successful coordination of project activities and provide technical input towards Output 2.2.1 (Impact on and opportunities for country’s climate change strategies and plans as a result of the COVID-19 pandemic is elaborated and validated by NDA) and Output 2.2.2 (National strategy for resilient recovery developed and adopted by NDA/country).

Tasks and responsibilities
Lead a country-driven process, with in-country support from a team of national consultants coordinated by a Project Coordinator, to develop a national strategy or plan to build resilience to the impacts of COVID-19 and climate change for St. Vincent and the Grenadines.
Conduct a desk analysis of the impacts of COVID-19 and economic stimulus measures on the climate change strategies and plans with a focus on agriculture and health sectors (Activity 126.96.36.199) to:
Perform a gender-sensitive stakeholder identification and analysis to identify target list of interviewees; design of survey instrument; and
conduct interviews and meetings.
To identify impacts of COVID-19 and economic stimulus measures on climate strategies and plans
Plan, design, coordinate and remotely execute 8 inter-agency meetings on mainland and the Grenadine Islands (20 participants each) with stakeholder for aligning the country’s climate change agenda with the economic recovery agenda (Activity 188.8.131.52).
Plan, design, coordinate and remotely execute 6 inter-agency meetings on mainland and the Grenadine Islands (20 participants each), informed by a stakeholder identification and analysis, to identify a range of measures (regulatory, fiscal, financing/investment, etc. by critical sectors and regions of the country) for the agriculture and health sectors to maximize climate, economic and social benefits (Activity 184.108.40.206)
Conduct modelling exercises and cost benefit analysis (at the macro level and also on specific measures to include into the design of a concept note for submission to the GCF (Output 4.1.1) to optimize and prioritize different measures identified in stakeholder interviews (Activity 220.127.116.11)
Plan, design, coordinate and remotely execute 4 inter-agency and stakeholder consultation workshops (20 participants each) to validate identified priority measures (Activity 18.104.22.168)
Develop an investment plan for priority measures, in consultation with government stakeholders as well as public and private investors (Activity 22.214.171.124)
Draft a national strategy or plan to build resilience (inclusive of nature-based actions) to the impacts of COVID-19 and climate change for Saint Vincent and the Grenadines ensuring that issues of agriculture and health are adequately addressed informed by (but not limited to):
findings of stakeholder meetings listed above on the impacts of COVID-19 and economic stimulus measures on the climate change strategies and plans with a focus on agriculture and health sectors and to identify a range of measures (regulatory, fiscal, financing/investment, etc. by critical sectors and regions of the country) for the agriculture and health sectors to maximize climate, economic and social benefits.
modeling exercises and cost benefit analysis to optimize and prioritize different measures.
validation meetings with stakeholders on priority measures; and
a national investment plan.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
University degree in economics, finance, development studies, climate change, agriculture, environmental sciences, natural resource management or a related appropriate field.
A minimum of 7 years work experience in the field of climate change, finance, economics, agriculture, preferably in an international environment, with minimum of 3 years’ experience in policy development and national capacity building
Working knowledge of English and limited knowledge of one of the other FAO languages (French, Spanish, Arabic, Chinese, Russian).
