The Industrial Relations Manager (IRM) provides sound advice and guidance to Managers and Supervisors, on the interpretation and application of the provisions of the Collective Agreements, as well as Policies and Practices of the Port Authority.

JOB SUMMARY
The Industrial Relations Manager (IRM) provides sound advice and guidance to Managers and Supervisors, on the interpretation and application of the provisions of the Collective Agreements, as well as Policies and Practices of the Port Authority.
The IRM is required to meet with the Recognized Majority Unions (RMUs), to discuss workers’ grievances aligned to their respective Grievance Procedure and represents the organization at the Ministry of Labour and/or Industrial Court, on pertinent matters.
The incumbent is expected to be knowledgeable and conversant with the labour laws of Trinidad and Tobago, and a wide range of arbitration decisions handed down by the Industrial Court, to assess and report on any potential impact on pending negotiations, grievances or other industrial relations matters.
KEY DUTIES AND RESPONSIBILITIES
- Administers the Authority’s Collective Agreements and ensures compliance with the terms and conditions of such Agreements.
- Takes steps to ensure that any separately agreed to and signed off amendments to existing provisions are recorded and the respective Collective Agreement appropriately updated where necessary.
- Develops, implements and updates IR related policies and procedures as required.
- Conducts internal IR training of Management/Supervisors as necessary.
- Ensures research is conducted to facilitate the advancing of recommendations for the consideration of Management and to guide the collective bargaining process.
- Leads the Authority’s Management Team in collective bargaining / negotiations.
- Prepares reports, opinions and statements of cases (evidence and arguments) for legal counsel in industrial disputes and attends the Ministry of Labour / Industrial Court as Management’s representative as required.
- Drafts Human Resource Committee/Board Notes related to IR Matters as required.
- Provides advice to Managers/Supervisors on disciplinary related matters and reviews documentation related thereto in a timely manner.
- Reviews Appeals submitted by RMUs on behalf of its memberships and makes recommendations based on the facts of the matters.
- Develops and maintains a database of Industrial Court judgements/precedents and other industrial relations guidelines to inform the Authority’s decision-making process.
- Provides expert advice to Managers/Supervisors on Industrial Relations Principles and Practices, in context of the labour laws of Trinidad and Tobago.
- Facilitates internal grievance handling and represents the Authority at conciliation and arbitration stages.
- Guides the implementation of updated/revised policy that may alter the existing terms and conditions of employment of employees.
- Liaises with Management and RMUs, on employee related matters.
- Reviews reports on employee related investigations in a timely manner and drafts disciplinary charges/letters etc. for issue to defaulting employees.
- Reviews OSH related reports and makes recommendations in a timely manner to the Legal Department as necessary.
- Ensures that Disciplinary Tribunals are conducted in compliance with IR best practice.
- Prepares and monitors annual budget for the IR Unit; and
- Performs any other related duties as are assigned from time to time
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of existing employment legislation, Joint Negotiating Team Agreements, and the Public Service Act.
- Knowledge of the process for public sector negotiations; role of the office of the Chief Personnel Officer (CPO).
- Knowledge of the principles and techniques of collective bargaining / conciliation, (including Ministry of Labour/Industrial Court procedures) and other methods of settling disputes.
- Knowledge of landmark Industrial Court Judgements etc.
- Ability to steer discussions in the direction of a solution and prepare grounds for acceptance.
- Ability to prepare Draft Collective Agreements; Evidence and Arguments; and other IR related documentation.
- Ability to multi-task effectively.
- Ability to design and deliver appropriate Industrial Relations Training
- Capacity for economic reasoning, as evidenced by understanding the use of economic data in the collective bargaining process.
- Excellent negotiating and conflict resolution skills.
- Excellent analytical and research skills.
- Excellent communication and interpersonal skills.
- High Proficiency in the Microsoft Office Suite; and
- High degree of integrity and professionalism.
MINIMUM QUALIFICATIONS, TRAINING AND WORKING EXPERIENCE
- BSc Degree in Management/Economics and evidence of specialized training in Industrial Relations (at least at the level of a Diploma) from an accredited academic institution; OR
- BSc Degree in Labour Studies or Industrial Relations from an accredited academic institution.
- Training in negotiation techniques / conflict resolution.
- Training in Alternative Dispute Resolution / Mediation.
- Minimum of eight (8) years working experience in an industrial relations environment with at least three (3) years at a supervisory level.
- Any other equivalent combination of training, qualifications and working experience will be considered.
