Human Resource Officer
To assist with the implementation and monitoring of Human Resource Management practices in the Company.
DUTIES AND RESPONSIBILITIES:
- Develop and maintain a HR Planning and Succession System.
- Maintain organizational and departmental charts and data.
- Ensure the preparation and maintenance of job descriptions.
- Establish performance standards.
- Process all activities relating to employee recruitment:
- Prepare advertisement
- Select form of advertisement and place advertisements
- Prepare initial shortlist of job applicants
- Conduct job interviews
- Conduct employee onboarding
- Ensure receipt of all employment documents including signed confidentiality statement
- Ensure preparation of letters re: offer of employment, appointments and contracts
- Ensure reference/background check are conducted
- Make arrangements for medical examinations – re: new employees.
- Issue notification of new appointments to Corporate Communication, Technical Support Unit, Facilities Management and Security Departments
- Develop and maintain job competences.
- Prepare issue and ensure execution of employment contracts.
- Manage performance management system
- Review assessment and ensure preparation of merit awards as applicable
- Note development/training/disciplinary issues and refer for appropriate action
- Guide/train managers and staff in effective use of system
- Answer queries related to the system and ensure receipt of completed forms – probationary, annual and special.
- Manage training and development portfolio:
- Conduct training needs analysis
- Develop and manage training plan
- Organize/arrange internal/external/overseas programs
- Prepare and monitor training budget
- Ensure payment to training providers
- Manage employee salary issues:
- Ensure preparation of pay advices to reflect changes in pay status
- Determine eligibility and ensure preparation of merit awards for authorization
- Maintain all salary related data
- Authorize gratuity payments
- Conduct audit of monthly payroll to ensure that all relevant pay instructions have been effected
- Maintain data on employee compensation

- Manage benefits portfolio:
- Maintain employee data and all related information on Pension Plan Fund, Group Insurance and Employee Savings Plans as well as liaise with trustees/actuaries/brokers/providers/administrators as necessary to facilitate the processing and settlement of employee matters.
- Verify employee eligibility for loans – vacation, motor vehicle, computer, miscellaneous.
- Monitor employee visits to Company medical practitioners – e.g. employees who fall ill or injured on the job, medicals
- Maintain employee data on automated system:
- Update profiles/resume, etc.
- Process/matters re: Workmen compensation, National Insurance Benefits claims.
- Manage matters related to the issue of staff uniforms
- Manage leave portfolio:
- Ensure issue and receipt of leave rosters
- Determine leave eligibility, record and issue all approvals for leave
- Monitor Vacation Leave accumulation and advise Managers/Employees
- Monitor leave usage and report on trends
- Report excessive absenteeism and unpunctuality to Employee Relations Officer
- Advise managers/staff at all NIPDEC work locations on human resource related issues
- Ensure preparation of agenda and files for Committee meetings
- Pension Fund Plan Meetings
- Savings Plan
- Prepare general reports and monthly status reports – Staffing, separation, training, performance management inter alia.
- Prepare and monitor department’s annual budget and variances.
- Conduct trend analysis and research.
- Visit/network with business organizations to understand/study their systems/processes for benchmarking purposes.
