Human Resource Adviser III (Range 62), Personnel Department
Applications are invited from suitably qualified persons for appointment to the office of Human Resource Adviser III, (Range 62), Personnel Department within and outside of the Public Service.
Salary: Range 62: $17,129.00 per month (2019)

Applicants who are not public officers are advised that the minimum age of recruitment of officers shall be seventeen (17) years, and except where otherwise specified, the maximum age of recruitment shall be fifty (50) years in accordance with Regulation 16 (1) of the Civil Service Regulations, made pursuant to the Civil Service Act, Chapter 23:01 of the Revised Laws of Republic of Trinidad and Tobago.

HUMAN RESOURCE ADVISER III
KIND OF WORK
Responsible professional work at the supervisory level in the field of Human Resource Management.
DISTINGUISHING FEATURES OF WORK
An incumbent at this level is responsible for leading, directing and supervising a team of officers engaged in the performance of human resource management functions within a Division. Work involves planning and coordinating the team’s activities in the research, development and evaluation of policies, procedures and systems in the provision of consultative and advisory services; executing projects and assignments and representing the Department on committees and at discussions, negotiations and consultations. Work is performed with a considerable degree of initiative and independent judgement in accordance with general direction and guidelines and is reviewed through discussions and reports for conformity with policy and standards and the achievement of objectives.
EXAMPLES OF WORK
Directs and supervises the work of a team of officers engaged in the research, development and evaluation of policies, procedures and systems in a human resource management functional area and in the formulation and delivery of staff development programmes.
Supervises the delivery of consultative services and provides leadership to staff engaged in the conduct of human resource management assignments, and the development of recommendations thereon.
Provides advice and interpretations on human resource management policies, procedures and systems to Human Resource Units on matters related to a functional area.
Assists in the development of procedures and guidelines for monitoring and reviewing existing human resource management policies, procedures and systems. Reviews and evaluates notes, reports and memoranda submitted by staff. Writes notes, reports, memoranda, briefs and other documents.
Participates in the conduct of negotiations with representative associations/trade unions. Represents the Department on committees and at meetings. Makes presentations on human resource management topics.
Performs duties related to job functions as may be assigned from time to time.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
Considerable knowledge of the principles, practices and techniques of a Human Resource Management functional area.
Considerable knowledge of the structure of the Public Service/Statutory Authorities and laws, regulations and systems governing the Human Resource Management operations of Public Service/Statutory Authorities.
Knowledge of the techniques of Project Management and Strategic Planning. Knowledge of basic computer application systems.
Ability to plan, organise and supervise the work of a team of officers. Ability to conduct interviews effectively.
Ability to make presentations and to analyse divergent points of view in leading discussions and answering questions.
Ability to work under the pressure of deadlines.
Ability to analyse, exercise mature judgement and discretion and to make difficult job decisions.
Ability to conduct meetings with persuasiveness and diplomacy. Ability to communicate effectively, both orally and in writing.
Ability to establish and maintain effective working relationships with colleagues and clients.
MINIMUM EXPERIENCE AND TRAINING
Considerable (4 – 8 years) experience in an area of human resource management; and training as evidenced by a recognise degree in Management Studies or one of the Social Sciences supplemented by training in a specific area of Human Resource Management; or any equivalent combination of experience and training.
