Job Description
Sub-professional auditing work with supervisory responsibilities. An employee in this class is responsible for the audit examination of accounts of varying complexity. Work ranges from the initial checks of records of expenditures and revenue, to the examination of journals, subsidiary ledgers, and a variety of other subsidiary records. Work also includes the supervision of subordinate staff and the preparation of work programmes and schedules. Work is performed in accordance with the IIA Global Standards, Standard operating procedures, financial regulations, and departmental objectives. Work is reviewed by a senior officer through reports, discussions and investigations for efficiency and adherence to such procedures, regulations and objectives.
Key and Critical Responsibilities
- Checks and supervises the checking of expenditure and revenue records to determine arithmetical accuracy, compliance with regulations, application of approved rates of payment and accuracy of classification.
- Checks and verifies positing of cash books, vote books, revenue registers, stores ledgers and other financial records.
- Supervises subordinate audit staff and prepares work programmes and schedules.
- Undertakes the more difficult and special assignment audits.
- Examines and verifies Pension and Leave Records.
- Conduct field audits at assigned stations.
- Prepares and submits reports to the Senior Auditor.
- Maintain work papers for all field and other audit engagements.
- Performs any related tasks as required.
Key Competencies
KNOWLEDGE:- Considerable knowledge of accounting principles and how they apply to the government accounting systems.
- Considerable knowledge of office procedures and standard office machines and equipment.
- Considerable knowledge of the Exchequer and Audit Ordinance and Financial Regulations and Instructions
- Knowledge of relevant Public Service rules, regulations, instructions and procurement.
SKILLS AND ABILITIES:- Proficiency in the use of Microsoft Office Suite.
- Skill in the use of personal computers.
- Ability to supervise subordinates engaged in the audit examination of accounts of varying complexity.
- Ability to write clear and concise audit reports.
- Ability to establish and maintain effective working relationships with associates.
MINIMUM EXPERIENCE AND TRAINING:- At least three (3) years experience in an Internal Audit environment, of which one (1) must have been at supervisory level.
- Training as evidence by a Bachelor’s of Science degree in Accounting or Business Administration from a recognised University, IAP Certification or any other equivalent combination of experience and training.

Job Description
The Audit Technician I is required to provide sub-professional auditing work of varied complexity.
Key and Critical Responsibilities
- Performs first check of expenditure vouchers to verify arithmetical accuracy, correct application of prescribed rates of payments, proper descriptions of expenditure classification, and compliance with financial regulations regarding preparation of vouchers.
- Checks vouchers with check lists and verifies that check lists are within the limits of releases.
- Examines cash books to determine accuracy of postings of receipts from controlled revenue receipt forms.
- Checks register for the control of revenue receipts forms, licenses, badges and related matters.
- Sorts and files advices from other departments on financial matters.
- Checks simple statements such as arrears of revenue and bank reconciliation statements.
- Assists in checking personal emoluments records and kalamazoo records.
- Assist with reports relating to filed and other completed audit engagements.
- Maintain work papers for all field and other audit engagements.
- Performs any related tasks as required.

KNOWLEDGE:
- Some knowledge of accounting and auditing principles and methods and their application to governmental accounting systems.

MINIMUM EXPERIENCE AND TRAINING:
Experience in Auditing or Accounting work and training as evidenced by a General Certificate of Education/Caribbean Secondary Education Certificate comprising ordinary level passes in five (5) subjects three of which must be English Language, Mathematics and Principles of Accounts or; any equivalent combination of experience and training.

- Checks on use and control of revenue forms, licenses, badges and related matters.
- Co-operates with the Auditor General on all matters pertaining to the Audit of accounts.
- Assists in the checking of assessment and collection of revenue and in the verification of statements of arrears of revenue.
- Assist in the conduct of field audits.
- Prepares audit reports relating to field and other completed audit engagements.
- Maintain work papers for all field and other audit engagements.
- Performs any related tasks as required.
