Job Description
The incumbent is required to make inspection of facilities and equipment to ensure optimal functioning and to perform basic maintenance and repair work. 14. Transit Police Superintendent

Job Description
The Transit Police Superintendent functions under a hybrid styled reporting relationship. While under the direct supervision of the Permanent Secretary, Ministry of National Security, the Commissioner of Police maintains general command of the Transit Police Unit (TPU). Essentially, the Superintendent is responsible for managing the day-to-day operations of the Unit, through the development and implementation of crime reduction strategies and procedures in the public transportation sub-sector.
Key and Critical Responsibilities
- Ensures the implementation of policies and adherence to rules, regulations and standard operating procedures.
- Devises work plans and schedules for the effective operation of the Unit.
- Monitors and reviews the work performed by staff and provides technical advice and guidance in respect of complex matters.
- Reviews the performance appraisal process to ensure compliance with established standards.
- Identifies training needs and recommends and implements suitable training programmes for staff development.
- Performs human resource management functions including but not limited to matters of recruitment and training, performance measurement, promotion, leave and discipline.
- Makes policy recommendations with respect to the operations of the Unit.
- Coordinates and supervises arrangements for special events and operations.
- Submits reports to designated officials in relation to the operations and activities of the Unit.
- Directs the investigation of complex criminal matters or occurrences.
- Represents the Unit at meetings, seminars and workshops.
- Continuously monitors and evaluates the efficiency and effectiveness of Transit Police service delivery methods and procedures.
- Stays abreast of new trends and innovations in the field of transit/transport policing.
- Acts as a liaison to and coordinates activities and programs with other criminal justice agencies.
- Performs other duties related to the job which may be assigned from time to time
Key Competency
- Advanced knowledge of law enforcement principles and the criminal justice system.
- Extensive knowledge of the rules pertinent to evidence and court procedures.
- Practical knowledge of Microsoft Office Suite.
- Sound knowledge of management policies and procedures.
- Ability to cope with situations firmly, courteously, tactfully and with respect for the right of others.
- Ability to analyse situations quickly and objectively, and to determine a proper course of action to be taken.

Minimum Experience and Training:
- At least ten (10) years experience as a law enforcement officer in a supervisory capacity and training in management from a recognised institution.

Job Description
The incumbent is required to perform a variety of clerical/secretarial and administrative support duties of limited complexity. Work involves assisting in the planning and management of meetings; opening, sorting and routing of mail; maintaining records and files; performing routine accounting duties and generating a wide variety of documents utilizing appropriate software. Depending on assignment, the incumbent may be required to perform some or the full range duties of this position.
Key and Critical Responsibilities
- Assists in the planning and management of meetings, workshops and conferences : issues meeting invitations; takes meetings notes; distributes minutes to participants; and undertakes relevant follow-up action as directed
- Assists in the coordination of travel arrangements by preparing costings, obtaining quotes from travel agencies and performing other related tasks.
- Maintains file register and filing system in keeping with established systems and procedures.
- Receives, records, sorts and routes incoming and outgoing correspondence and other documents.
- Composes and issues correspondence; also prepares drafts of more complex correspondence and reports of meetings, conferences etc. as directed.
- Orders, issues, and maintains inventory of supplies and equipment.
- Assists in the preparations of time-sheets and pay sheets, vouchers, invoices and requisitions: posts entries in journals and ledgers and other routine accounting duties.
- Files memorandum, letters, reports and other documents.
- Generates a wide variety of documents such as letters, memorandum, minutes, reports and spreadsheets and utilising appropriate software.
- Attends to queries and ascertains the business of callers and visitors and guides them accordingly.
- Operates standard office equipment such as photocopiers, scanners, facsimile machines and binders.
- Assists in the preparation of budgetary and expenditure statement by collecting and inputting relevant date as directed.
- Undertakes basic information gathering, as directed, and complies data for entry; enters and /or verifies data.

Job Description
This incumbent is required to develop, implement, direct, and evaluate the Ministries/Departments communications stakeholder engagement and marketing strategies and programmes, including citizen engagement, public relations, media relations, digital content, and the Ministries/Departments identity/image programme. Duties include planning, organising, directing, and coordinating the work of staff engaged in the performance of related activities. Duties also include using communications as a vital component of the overall change management programme in support of the Ministries/Departments initiatives amongst internal stakeholders and to inform clients, employees and the general public of initiatives and policies of the government and of the Ministry/Department.
Key and Critical Responsibilities
- Plans, organizes, directs, and coordinates the work of staff engaged in the provision of Communications Services in a Ministry/Department.
- Designs, organizes, and implements a creative and effective Communications and stakeholder engagement Strategy and work programme, including citizen engagement, public awareness, storytelling, digital media, media relations, event management, project design and management and crisis management.
- Oversees content management for the Ministry/Departments digital media platforms, ensuring that it is adequately integrated into the Ministry/Departments Operations.
- Prepares the more complex and sensitive briefs, media releases, advertisements, and presentations; reviews speeches to be delivered by the Minister.
- Prepares the more complex Cabinet/Ministerial Notes, internal notes, and other documents.
- Spearheads the development and implementation of media relations strategy to ensure proactive and positive media coverage of the Ministrys/Departments activities and to minimize negative media reports.
- Facilitates workforce effectiveness by setting the standard for monitoring the performance of staff supervised.
- Directs and participates in the preparation of the budgetary estimates of the Communications Division/Unit and ensures that expenditure is in accordance with financial guidelines.
- Provides strategic advice to members of the Ministrys/Departments executive and senior management teams, business unit managers and client sector leaders to build and protect the brand name and image.
- Defines and manages all aspects of strategic communications: public awareness, brand and reputation management, data and insights, internal communication, and relationship management for the Ministry/Department.
- Directs the conduct of research activities to evaluate the effectiveness and efficiency of Communications and client service provided and recommends necessary changes.
- Prepares the required inputs for the Ministrys/Departments Annual Report and other reports required by other agencies.
- Formulates policies, procedures, systems, and guidelines that support the Communications function in the Ministry/Department and ensures compliance.
- Oversees the budgeting, planning, direction, coordination, implementation and evaluation of major events and programmes in the Ministry/Department and ensures successful execution.
- Directs and coordinates staff engaged in the performance of protocol duties for the Ministry/Department in accordance with established standards to ensure appropriate etiquette is used in interactions with individuals such as dignitaries and officials.
- Advises on the development and implementation of citizen engagement strategies, programmes and action plans adopted by the Ministry/Department.
- Develops and trains staff supervised in the creation and implementation of Crisis and Issues Communication Plans.
- Participates in the procurement of consultants for communications and research services by defining the research problem, determining research methodologies and sources, advising on questionnaires and discussion guides, and reviewing reports and recommendations.
- Manages the work activities of consultants providing communications and research services.
- Contributes to the development of and provides oversight for customer relationships by maintaining constant dialogue, monitoring evolving needs, monitoring client care audits/quality indicators/client surveys, and developing early dissatisfaction detection mechanisms.
- Directs and coordinates the process for monitoring national, regional, and international news and provides the executive with media summaries as detailed in the delivery schedule.
- Performs other related duties as required.
Key Competency
- Extensive knowledge of media issues, social marketing theory and practice, communications strategies and implementation and behavioural sciences.
- Extensive knowledge of stakeholder engagement, citizen engagement, marketing, public relations, advertising, promotion, and other marketing communication methods.
- Extensive knowledge of current theories and practices in communication research, planning and strategy, and the role of mass media.
- Extensive Knowledge of key Government policies, National Development Strategies, and priorities.
- Extensive knowledge of digital media strategies and management
- Knowledge of the Constitution of The Republic of Trinidad and Tobago.
- Considerable knowledge of the organisational structure of the Government of Trinidad and Tobago.
- Considerable knowledge of protocol procedures.
- Knowledge of Public Administration.
- Strong proficiency in strategic planning, project design and management
- Proficiency in the use of Microsoft Office Suite desktop publishing and communications technologies such as web applications, design/illustration software and/or databases.
- Skill in the use of personal computers.
- Skill in writing and editing, including a strong command of English.
- Skill in conducting research and in conceptual and analytical thinking.
- Ability to use e-government technology platforms.
- Ability to use the internet for research purposes.
- Ability to plan, organize, lead, and coordinate the work of professional and other support staff performing communications duties.

Minimum Experience and Training :

The incumbent is required to provide specialized technical support work in statistical, legal and crime trend research relating to crime pattern detection, suspect-crime correlation, target-suspect data and crime forecasting.

Key and Critical Responsibilities
DUTIES AND RESPONSIBILITIES
- Examines crime reports received by the Trinidad and Tobago Police Service by providing an analytical review of the recommended strategies.
- Identifies patterns, series and profiles as they emerge for rapid dissemination through the examination of crime data.
- Compiles statistical reports and identifies emerging trends in crime, disorder, calls for service and traffic offences through the analysis of statistical information.
- Researches, analyzes and reports on long term trends and chronic problems through the critical examination and interpretation of statistical data using qualitative and quantitative methodology.
- Assists the Senior Crime Analysts and Lead Crime Analysts to identify and recommend operational and investigative tactics and strategies in the examination of the patterns, series, profiles and trends through the use of computer databases, Geographical Information Systems (GIS), word processing and other statistical applications to manipulate, analyze and present data on crime.
- Prepare reports, charts, graphs and maps for administrative use by reading, interpreting and analyzing criminological data.
- Responds to requests from Crime Investigators for crime analysis information relating to specific investigations/cases by providing a detailed analysis of the particular investigation/case.
- Assists with the preparation of and presents presentations and briefings by sourcing and systematic compilation of data pertinent to the presentation and assisting in the coordination of activities at the Branch.
- Assists the Senior Crime Analysts and Lead Crime Analysts working with the various divisions to identify cross-jurisdictional pattern and trends by examining the statistical reports and data.
- Performs any related tasks as required.
Key Competency
KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of Geographical Information Systems (GIS) and crime mapping tools, which are indispensable in modern crime analysis.
- Proficiency in statistical software (e.g., SPSS, R, or Python) for crime trend analysis and predictive modelling.
- Proficiency in Microsoft Office Suite
- Excellent communications skills to convey complex analytical findings to diverse stakeholders.
- Strong networking abilities to foster inter-agency collaboration.
- Capacity to work independently and with minimal supervision while adhering to high standards of accountability.
MINIMUM EXPERIENCE AND TRAINING
- An Associate Degree in Criminology, Statistics, or a related field such as Data Analytics or Forensics Psychology.
- Minimum one (1) year working experience with statistical data would be considered an asset.

JOB SUMMARY: The Disaster Management Coordinator is responsible for the establishment and maintenance of a robust disaster risk reduction programme within the assigned Municipal Corporation. This responsibility includes planning, implementing and evaluating activities related to all phases of the Disaster Cycle (i.e. Prevention, Mitigation, Preparedness, Early Warning, Response and Recovery) in collaboration with the Chief Executive Officer, Chief Disaster Management Coordinator, Office for Disaster Preparedness and Management and other stakeholder organisations.

DUTIES AND RESPONSIBILITIES
- Advises the Chief Executive Officer and Council Chairman on all matters concerning comprehensive Disaster Management in the Municipality.
- Plans and supervises the execution of programmes to build capacity and promote disaster risk reduction in the Municipality.
- Implements the Disaster Management Policy of the Ministry of Local Government.
- Oversees the achievement of performance targets of the Disaster Management Unit as set by the Chief Disaster Management Co-ordinator.
- Develops and updates the Emergency Operations Plan and other hazard-specific plans for the Municipal Corporation.
- Oversees the execution of emergency response activities within the Municipality.
- Performs duties of Operations Chief in the Municipal Corporation’s Emergency Operation Center, when activated.
- Designs and executes in collaboration with relevant stakeholders, exercises to test and update emergency response plans.

- Or – An Associate Degree in Disaster Management, Environmental Management, Natural Resource Management, or related field and at least six (6) years work experience in Disaster Management, three (3) of which should be in a managerial position.
- Knowledge of the relevant laws and policies regarding Disaster Management in Trinidad and Tobago.
- Training in Project Management, an understanding of Geographic Information System (GIS) and certification as an instructor.
- Any equivalent combination of training and experience.
