Job Description
The incumbent is required to process the pension and leave records of present and former employees of Government Ministries/Departments/Agencies to facilitate and prompt payment of retirement benefits. Duties involve conducting research in officers files to collect data; collating and entering data in employees’ Pension and Leave record forms; cross reference Human Resource records with corresponding Finance and Accounting records and consulting with relevant Circulars and Regulations; liaising with external Ministries and Departments; and conducting research and responding to queries from the Comptroller of Accounts.
Key and Critical Responsibilities
- Receives and registers requests for Pension and Leave Records and conducts research in the personal files of employees to collate information for the processing of same, to facilitate the prompt payment of retirement benefits.
- Inputs data in employees’ Pension and Leave record forms for submission to the Pension and Leave Supervisor for verification.
- Cross reference employees’ Human Resource records with their corresponding Finance and Accounting records for correlation and accuracy, and consults relevant Circulars and Regulations for guidance.
- Liaises with external Ministries/Departments/Agencies to obtain data for the timely preparation of officers’ Pension and Leave records.
- Drafts, signs and submits memorandum, together with supporting Pension and Leave documents to the Human Resource Unit for their signature and dispatch to the Comptroller of Accounts for the payment of retirement benefits.
- Conducts research and responds to queries from the Comptroller of Accounts and Ministries/Departments/Agencies to expedite the processing of officers’ Pension and Leave records.
- Implements and maintains a database of employees’ Records of Service.
- Performs other related duties.

Job Description
The incumbent is required to supervise the activities of staff engaged in the auditing and processing of Pension and Leave records for employees of a Government Ministry/Department/Agency. Duties involve developing and overseeing the implementation and maintenance of relevant systems and procedures, reviewing existing systems and recommending revision of same; developing an Annual Pension and Leave Work Plan; monitoring the work of the Unit; preparing job schedules; organising, assigning and distributing work of staff; reviewing, verifying and certifying work submitted; training staff and liaising with relevant internal Departments and essential stakeholder government agencies.
Key and Critical Responsibilities
- Supervises the work of a group of Pension and Leave Officers engaged in the auditing and preparation/processing of pension and leave records to facilitate the payment of retirement benefits to employees in a Government Ministry/Department/Agency.
- Develops and oversees the implementation and maintenance of systems and procedures for the preparation, verification, certification of Pension and Leave Records.
- Develops the Annual Work Programme for the Pension and Leave Unit, in conjunction with the Accounting Officer of the Ministry/Department and Designated Superior; prepares and submits quarterly status reports on the implementation of work to the supervisor.
- Establishes guidelines for executing the work of the Pension and Leave Unit, to ensure achievement of objectives, tasks and targets, in conjunction with subordinate staff.
- Prepares job schedules, organizes, assigns and distributes incoming work, reviews the work of subordinate staff and provides advice and guidance, as required.
- Reviews the existing systems utilized in the processing of a Pension and Leave Records, in collaboration with the Comptroller of Accounts and the Pensions Management Branch of the Treasury Division, and makes recommendations for the revision of same, as necessary.
- Monitors the work of a Pension and Leave Unit to ensure that all functions are performed in accordance with relevant legislation, policies and procedures; verifies and certifies Pension and Leave forms completed by subordinate staff.
- Trains subordinate staff in the systems and procedures utilized in auditing and preparation of Penson and Leave records.
- Designs a database of employees’ Record of Service, and oversees its implementation and maintenance.
- Liaises with relevant internal staff and external staff of other Ministries/Departments/Agencies for the verification of Human Resource and Accounting Information submitted to the Pension and Leave Unit.
- Writes requisitions for the purchase of stationery, office equipment and other supplies for the Unit.
- Performs other related duties.

Job Description

Job Description
The Deputy Director and National Coordinator for Preventing and Countering Violent Extremism (P/CVE) will:
a. function as the Deputy Director of the Counter-Terrorism Unit;
b. be responsible for the coordination of national P/CVR efforts;
c. provide oversight of the operations and activities of the Returnee Assessment;
d. be responsible for the Care and Protection Facility;
e. be responsible for the implementation and delivery of the De-radicalisation, Rehabilitation, Re-integration and Monitoring programs for persons housed at the Care and Protection Facility.
Additionally, the Deputy Director and National Coordinator for P/CVE will assist the National Director (Director) in the conduct of his/her duties and represent the Director at national, regional, and international meetings. The Deputy Director in his/her dual role of National Coordinator for P/CVE will assist the National Director in implementing the Draft National Plan for Preventing and Countering Violent Extremism. The incumbent will be responsible for the National Awareness Campaign for the P/CVE.
The Deputy Director and National Coordinator for P/CVE is also responsible for supporting the Director with the oversight of the maintenance of the currency and viability of the National Counter-Terrorism Response Capacity at the strategic, operational, and tactical levels through the building, strengthening, and integrating of interagency capabilities, the annual exercising of the National Counter-Terrorism Operations Plan, and the development, coordination and conduct of validation exercises. The incumbent will be responsible for developing, coordinating, and supervising the annual National Counter-Terrorism training schedule in conjunction and collaboration with all the relevant key stakeholders and international partners where applicable.
Key and Critical Responsibilities
- Assists the Director in implementing the National Plan for Preventing the Countering Violent Extremism.
- Assists the Director with the oversight and maintenance of Trinidad and Tobago’s National Counter Terrorism Response Capability.
- Contributes to the refinement, harmonization and synchronization of all agencies, units, and elements at the strategic, operational, and tactical levels for the coordination of a national response to a terrorist incident.
- Develops and implements a work plan in consultation with the Director, identifying and analyzing gaps in the National Counter-Terrorism Response capability and conceptualizes and recommends the strategies and mechanisms to close these gaps.
- Contributes to the scheduling of interagency exercises for the validation and maintenance of currency and viability of the National Counter Terrorism Operational Plan.
- Assists with the strategic review of the National Counter-Terrorism Strategy.
- Assists with the strategic review of the National Counter-Terrorism Operational Plan.
- Deputizes for the Director in his/her absence.
- Responsible for oversight of the Assessment Care, Support and Protection Facility for Persons Entering/Returning from Conflict Zones.
- Attends relevant meetings, workshops, conferences and training sessions, and other events related to Counter-Terrorism.
- Assists with research and analyzes sources of data and national and international trends and patterns of terrorist incidents.
- Assists the Director in the consideration and recommendation of appropriate National Counter-Terrorism policies that considers the complexities of technological developments.
- Assists in preparing briefs, speeches and other documents related to Counter-Terrorism issues.
- Undertakes the creation and maintenance of a database of confirmed or suspected national terrorist acts, causes, motivations, and outcomes.
- Prepares periodic reports on the status of the Counter-Terrorism Unit’s activities, projects, and programmes.
- Assist the Director to contribute to a National Watch-listing Policy including criteria for listing delisting that is consistent with international human rights law, international refugee law, and international humanitarian law.
- Participates as a member of a Board with responsibility to give effect to the National Watch-listing Policy.
- Performs other such duties as may be assigned.
Key Competency
- Demonstrates a clear understanding of the legal and ethical issues involved in deradicalization, rehabilitation and reintegration.
- Proven experience in a managerial position with emphasis on programmatic interventions for victims of trauma.
- Thorough understanding of the Anti-Terrorism Act Chapter 12:01.

- Excellent knowledge of performance evaluation and change management principles.
- Excellent understanding of international human rights norms and standards, the rule of law and gender responsiveness.
