Key and Critical Responsibilities

Oversees the planning, organizing and conducting surveys and other types of research activities into pertinent matters to the operations, functions or problems of the social sector and in accordance with the objectives of the Ministry of Sport and Community Development;

Advises the Minister and Permanent Secretary on social sector issues relevant to the Ministry of Sport and Community Development with respect to research, policy, planning  and monitoring and evaluation;

Liaises with research/Planning /M&E practitioners nationally, regionally and internationally in order to stay abreast with the latest and best research/planning /M&E practices;

Develops and oversees the maintenance of a research/planning /M&E agenda for the Ministry of Sport and Community Development;

Prepares monthly, annually and the ad hoc reports on the performance of the Units and conducts presentations;

liaises and collaborates with other Research/M&E/Policy Units in Government Ministries and Departments, NGO’s/CBO’s/FBO’s in matters related to assigned responsibilities;

Prepares and comments on Cabinet Notes and Reports relevant to the work of the PIU;

Serves as a representative of the Ministry on various committees and advises on the  interpretation of the methodology used in collecting, analyzing and interpreting data,

Directs, supervises, co-ordinates and guides the work of all technical sub-units

Key Competency

Experience in conducting research, M&E work and formulating policies, especially on social/community issues;

Experience or training in developing project proposals and in the project management;

Experience with CBO’s/NGO’s/FBO’s;

Knowledge of principles, techniques and practices of policy formulation/ M&E/research and investigative methodology and relevant software

Principal Medical Officer (Institutions)

Highly responsible professional and administrative work in the coordination of the delivery of
health care in the hospitals and institutions of the Health Services of the Nation.

Distinguishing Features of Work
An employee in this class is responsible for organizing, planning and coordinating all activities in the hospitals of the Health Services of the Nation. Work involves formulation of policies and programmes pertaining to the Health Services of the Nation, and entails supervision of a large group of professional and other subordinates and advising on recruitment, placement and training of professional health personnel in the hospitals of the service. An employee in this class is required to exercise a high degree of independent professional and administrative judgment within
the broad framework of established policies and procedures. Work is subject to general review by a superior officer through meetings, reports and assessment of results obtained.

Examples of Work
Organizes, plans, coordinates and monitors all activities of the hospitals and institutions of the
health services.
Assists in the formulation of policies pertaining to the hospitals of the Nation.
Modifies and initiates new programmes and policies to meet changing needs and demands of the
health services.
Participates in the planning and development of programmes pertaining to chronic disease care,
mental health and cancer screening.
Participates in the activities of the scholarship committee of the Ministry of Health, suggests
training courses to meet needs of the department and participates in training programmes as a
lecturer both in the Government and private sector.
Supervises health institutions throughout the Nation through field visits, staff interviews and
investigations of complaints and reports.
Participates in the inter-ministerial meetings and advises on recruitment and replacement of
professional and other staff in the hospitals of the health services.
Performs related work as may be required.

Required Knowledge, Skills and Abilities
Extensive knowledge of the modern principles and practices in the field of medicine.
Considerable knowledge in health services administration.
Ability to liaise with professional medical and other staff.
Ability to plan and direct a medical programme of the Nation in the field of medicine.
Ability to prepare and present complex and technical reports in a clear and concise manner, orally and in writing.
Ability to plan, organise and administratively supervise the work of a large group of medical officers and other medical personnel
Ability to establish and maintain effective working relationships with other employees and the public.

Minimum Experience and Training
Extensive experience in the field of medicine including considerable supervisory experience and training as evidenced by the possession of a medical qualification recognized by the Medical Board of Trinidad and Tobago supplemented by a recognized post-graduate qualification or any equivalent combination of experience and training.

Necessary Special Requirement
Registration as a Medical Practitioner by the Medical Board of Trinidad and Tobago.
