Artificial intelligence is moving from a technology-sector experiment into a fundamental component of national economic competitiveness. For Trinidad and Tobago, this transition arrives at a particularly important moment.

The country has spent decades building an economy around petroleum, natural gas, petrochemicals and energy-intensive industrial activity, creating infrastructure, technical expertise and capital that can now potentially support a different generation of industries.

The opportunity is no longer theoretical. In July 2026, Trinidad and Tobago signed agreements with US companies that could lead to major data-centre investments. One proposed project involving Ernst & Young and third parties is designed around a 300-megawatt data centre, while Hummingbird AI Holdings has proposed a 150-megawatt AI infrastructure and data-centre facility.

The agreements are preliminary and should not be interpreted as completed projects, but their scale is significant because they indicate that international investors are examining Trinidad and Tobago as a potential location for AI infrastructure. The three initiatives announced at the same time were projected by the government to generate more than 5,000 jobs collectively.

That development could represent a significant change in the country’s economic trajectory. Why Trinidad and Tobago is attractive to AI investors

AI companies require more than talented programmers. At the infrastructure level, large-scale artificial intelligence depends on electricity, high-capacity telecommunications, reliable data networks, suitable land, cooling systems, physical security and access to skilled engineers and technicians.

Trinidad and Tobago possesses several of these characteristics.

Its historical development as an energy economy is particularly relevant. Electricity generation is primarily based on natural gas, and the country’s industrial infrastructure has been built around the availability of energy and engineering expertise. The Ministry of Energy states that natural gas remains the primary fuel for electricity generation, while the country’s electricity system includes independent power producers and T&TEC’s transmission and distribution network.

This does not automatically make Trinidad and Tobago an ideal data-centre location. AI facilities can consume enormous quantities of electricity, and the country’s existing generation, transmission and distribution infrastructure would have to be evaluated against the requirements of individual projects. Nevertheless, an energy-intensive economy has a potentially valuable starting point because policymakers and engineers already understand large-scale power generation, industrial loads and energy management.

The country’s geographic position also provides strategic potential. Trinidad sits close to South America while remaining connected economically and culturally to North America, Europe and the wider Caribbean. For businesses seeking a regional operating base, this creates an opportunity to develop AI services designed specifically for Caribbean and Latin American markets while operating in an English-speaking environment.

The country also has a comparatively mature financial and professional-services ecosystem. Banking, insurance, accounting, telecommunications, energy and professional services generate large volumes of structured information that can become valuable inputs for responsible AI applications.

The data centre opportunity could be much bigger than the buildings

A common mistake is to measure the economic impact of a data centre primarily by the number of people working inside the building. Modern hyperscale and AI facilities can be highly capital intensive without requiring enormous permanent workforces.

The greater opportunity lies in the ecosystem surrounding the infrastructure.

A major AI data centre requires electrical engineers, mechanical engineers, network specialists, cybersecurity professionals, cooling technicians, construction companies, facilities-management firms, fibre-optic specialists, security providers, software engineers and equipment-maintenance contractors. It can also stimulate demand for legal, accounting, insurance, logistics, real estate, telecommunications and financial services.

This distinction is crucial for Trinidad and Tobago.

The objective should not be to attract a foreign company that imports most equipment, employs a relatively small local workforce and repatriates most profits. The stronger economic model would connect international data-centre investment with local technology companies, universities, contractors, training institutions and entrepreneurs.

The government’s own digital-transformation programme is moving in this direction. Trinidad and Tobago’s Digital Transformation Strategy 2024–2027 establishes a framework for modernising government and strengthening digital capabilities, while the government has also launched a National AI Assessment examining governance, institutional capacity, inclusion, ethics and national readiness for AI adoption.

In February 2025, the country also secured a TTD$23 million grant through the European Union’s Latin America and Caribbean Investment Facility, with support from CAF, for digital transformation initiatives including an electronic identity system, a public-data interoperability platform and a dedicated Tier-4 government data centre.

These initiatives matter because AI infrastructure becomes considerably more valuable when a country also possesses modern digital government, interoperable data and secure computing environments.

The discovery and commercial exploitation of petroleum transformed the country during the twentieth century. Energy revenues funded infrastructure, public services, industrialisation and improvements in living standards. Natural gas subsequently became central to the country’s petrochemical and electricity industries.

That model generated considerable wealth but also created structural dependence on energy prices, hydrocarbon production and foreign-exchange earnings from energy exports.

AI offers a different form of economic production.

A software company can sell a service internationally without shipping a physical commodity. A data scientist in Port of Spain can analyse information for a company in New York. A cybersecurity specialist in San Fernando can protect systems operating in London. An AI developer in Trinidad can create software used by customers across multiple continents.

This is particularly important for a small economy because digital exports are not constrained by the physical size of the domestic market in the same way as traditional industries.

Trinidad and Tobago already has a foundation on which to build. The US International Trade Administration reported that ICT accounted for approximately 3.7 per cent of GDP and noted that the country produces more than 400 ICT graduates annually from local universities.

The challenge is scale. Four hundred graduates a year is useful, but an ambitious AI industry would require substantially larger numbers of people trained across software engineering, mathematics, statistics, data engineering, cloud infrastructure, cybersecurity and AI governance.

The biggest opportunity may be for Trinidad and Tobago’s graduates

Artificial intelligence is creating a new hierarchy of technology skills, and young Trinidadians do not necessarily need to become theoretical AI researchers to participate.

The most accessible opportunities are likely to exist across the broader AI technology stack. Software development remains fundamental because AI systems ultimately need applications, interfaces, databases and production infrastructure.

Data engineering is equally important because AI models require reliable, well-structured and governed data. Cloud computing provides the infrastructure on which many AI workloads operate, while cybersecurity becomes increasingly important as organisations deploy automated systems.

Data science offers another pathway. Professionals with backgrounds in mathematics, statistics, economics, finance, engineering or computer science can develop skills in Python, SQL, statistics, machine learning and data visualisation and move into analytical roles.

The international earning potential is significant. US Bureau of Labor Statistics data for May 2025 placed median annual pay at US$148,100 for software developers and US$126,800 for data scientists. Information security analysts had median annual pay of US$132,510, while computer and information research scientists reached US$153,930. These figures describe the US labour market rather than Trinidadian salaries, but they demonstrate why AI-related technical skills can provide internationally valuable career pathways.

For Trinidad and Tobago, remote employment could be as important as local employment.

A graduate does not necessarily need to wait for a multinational AI company to establish a large office in Port of Spain. A suitably trained professional can potentially sell technical expertise into the US, Canadian, British and European markets from Trinidad and Tobago.

That creates a powerful economic possibility: earning foreign currency without physically exporting workers.

Career changers can enter the AI economy without becoming AI scientists

The AI economy is also creating opportunities for professionals who already possess domain expertise.

An accountant who learns data analytics and AI automation can become an AI-enabled financial-operations specialist. A marketer can specialise in AI-assisted customer intelligence, automation and digital analytics. An engineer can move into industrial AI, predictive maintenance or energy optimisation. A lawyer can specialise in AI governance, privacy, technology contracts and regulatory compliance.

This is important because successful AI implementation requires knowledge of industries as well as knowledge of algorithms.

Trinidad and Tobago has an unusual advantage in this respect. Its existing economic sectors can provide the real-world problems around which AI businesses are built.

Energy companies can use machine learning to identify equipment anomalies, optimise maintenance and analyse production data. Banks can deploy AI for fraud detection, customer service, risk analysis and document processing. Manufacturers can use computer vision and predictive maintenance. Agriculture can use AI-supported forecasting and precision production. Tourism businesses can use intelligent pricing, personalisation and demand forecasting.

The strongest professionals will therefore combine AI literacy with an existing commercial discipline.

Government could become one of the largest AI customers

Government has another important role.

Trinidad and Tobago’s public sector handles enormous quantities of documents, applications, records, regulations and citizen interactions. Properly governed AI could reduce administrative workloads, improve information retrieval, automate routine document processing and make public services easier to access.

The government has already moved towards greater digital integration through its digital-transformation programme and open-data initiatives. Its current Ministry of Public Administration and Artificial Intelligence identifies the National AI Assessment as an initiative intended to establish evidence for responsible AI policy, while the government open-data portal provides access to more than 160 public datasets.

In May 2026, the government also announced the FutureReadyTT initiative, a partnership between the Ministry of Public Administration and Artificial Intelligence and the Ministry of Education intended to expand access to enterprise and educational AI tools.

Government procurement could therefore become an important mechanism for developing local AI companies. Rather than purchasing every solution from overseas vendors, public institutions could create opportunities for qualified Trinidadian technology firms to develop systems locally under appropriate security, procurement and governance standards.

The investment case is strong, but infrastructure risks cannot be ignored

The economic opportunity should not obscure the infrastructure challenge.

AI data centres require enormous electricity loads. A proposed 300 MW facility is a fundamentally different infrastructure requirement from a conventional office building or small technology park. The proposed 150 MW Hummingbird AI facility is also substantial. These projects could require upgrades to electricity generation, transmission, substations, fibre connectivity, cooling systems and potentially water infrastructure.

Water availability is particularly important because some data-centre cooling technologies can require significant water resources. Trinidad and Tobago has experienced water-supply constraints, making resource planning essential before large facilities are constructed.

The answer is not necessarily to reject AI infrastructure. It is to insist that infrastructure investment be economically and environmentally engineered from the beginning.

Data-centre developers should be expected to demonstrate their electricity requirements, cooling technology, water consumption, backup systems, cybersecurity arrangements, disaster-recovery capabilities and contribution to local employment and skills development.

Trinidad and Tobago should also ensure that large AI investments do not undermine electricity reliability for households and existing businesses.

Special economic zones could strengthen the investment proposition

Trinidad and Tobago’s investment framework provides another potential advantage.

The country’s Special Economic Zones regime replaced the former Free Zones framework in 2024 and covers strategic activities including ICT, renewable energy, logistics and financial services. Licensed investors can benefit from specific tax and customs incentives subject to eligibility requirements.

The Special Economic Zones Authority identifies ICT and business-process outsourcing among permitted activities and sets investment and employment requirements for qualifying enterprises. For ICT and BPO businesses operating as single-zone enterprises, the stated minimum new investment is US$1.5 million.

This could become particularly relevant if Trinidad and Tobago develops dedicated technology campuses combining data centres, AI companies, software firms, research facilities and training institutions.

Such clusters are economically more valuable than isolated infrastructure because knowledge and talent can circulate between companies.

Trinidad and Tobago could become a Caribbean AI hub

The country’s greatest opportunity may ultimately be regional rather than purely domestic.

The Caribbean consists of dozens of markets separated by geography but connected by common challenges. Small populations make individually scaled technology markets difficult, while tourism, financial services, logistics, public administration, climate resilience and energy are shared concerns.

Trinidad and Tobago could position itself as an AI services and infrastructure hub serving these markets.

A regional AI company based in Trinidad could develop software for Caribbean hotels, banks, insurers, governments and manufacturers. A data centre could provide regional computing capacity. Universities could collaborate on AI research relevant to tropical agriculture, disaster management, energy systems and Caribbean financial markets.

The country’s English-speaking environment is another commercial advantage for serving international markets. Combined with its existing professional-services sector and technical workforce, this gives Trinidad and Tobago a credible foundation for a specialised digital-export economy.

The AI revolution must create Trinidadian ownership

The most important economic question is not whether Trinidad and Tobago can host artificial intelligence.

It is whether Trinidad and Tobago can own enough of the value created by artificial intelligence.

Foreign investment is essential for capital-intensive infrastructure, particularly data centres. International companies bring capital, technology, expertise and global customers. However, long-term economic transformation requires local participation in ownership, management, intellectual property, research, services and supply chains.

That means developing local venture capital, technology accelerators, university research partnerships, procurement programmes and export-oriented AI companies.

It also means treating AI education as economic infrastructure.

A country that builds data centres without building talent risks becoming a landlord for foreign computing infrastructure. A country that develops talent without attracting capital risks exporting its most capable workers. Trinidad and Tobago needs both.

The history of Trinidad and Tobago has repeatedly demonstrated the economic consequences of technological and industrial change. Oil transformed the country’s fiscal capacity.
