Manager, Change Management

JOB DESCRIPTION: MANAGER, CHANGE MANAGEMENT CHANGE/TRANSITION UNIT MINISTRY OF HEALTH

Position : Manager, Change Management
Reports to : Deputy Permanent Secretary
Job Summary: The Manager, Change Management is responsible for facilitating and managing the change programme of the Ministry of Health; championing the Integrated Change and Transformation Management Strategy and Plan.

Key Duties and Responsibilities
Provides overall direction in the definition and delivery of the Change and Transformation activities.
Develops, formalizes and updates the Change and Transformation Management Strategy and Plan applying the approved Change and Transition Management process design
Prepares and maintains the Change and Transformation Management Strategy and Plan, inclusive of the Communications, Process Change and Training and Documentation components of the strategy.
Co-ordinates, controls and steers all the activities connected with the Change and Transformation team.
Assists the Project Manager in building and maintaining a high performance project team, principally by documenting the project roles and responsibilities, and by organizing events designed to promote the communication of information to all team members.
Facilitates business process re-design.
Plans and conducts regular stakeholder information sessions and periodic assessment of stakeholder’s readiness for change.
Proactively manages stakeholders and meet their expectations, as relevant.
Manages the development and distribution of project communications for the purpose of keeping stakeholders aware of the events associated with the project, and the potential impact, with a view to fostering the stakeholders’ support of the project and the associated changes.
Identifies benefits to be derived from change initiatives and continuously monitor achievement of these.
Chairs weekly Change and Transformation Management Team meetings and prepares and distribute minutes.
Identifies change issues and risks and deals with these. Escalates to Projects Management and Steering Committee as necessary.
Provides status reports (verbally, at meetings, in writing as required) to Project Manager, Project Management Team, Steering Committee and other Governance Committees of the Ministry of Health as necessary.
Reviews and edits work deliverables produced by the Change and Transformation Team.

Minimum Qualifications, Education and Experience
A Masters Degree in Management or Management related fields (e.g. Public Sector Management, Project Management, Administrative Management or Business Management).
Five (5) to ten (10) years of experience working in the use of project management methodologies and tools, resource management practices and change management techniques.
Strong project management experience is required, including the ability to work on multiple projects at one time.
Experience in Healthcare Communications Health Care Financial Management experience.
Post Graduate Diploma in Communications would be an asset.

Change Coordinator

JOB DESCRIPTION: CHANGE CO-ORDINATOR CHANGE/TRANSITION UNIT MINISTRY OF HEALTH
Position : Change Co-ordinator
Reports to : Manager, Change Management
Job Summary: The Change Co-ordinator is responsible for providing full time support for the Manager of the Change and Transition Management Unit in the implementation of the Integrated Change and Transition Management effort.

Key Duties and Responsibilities
Proactively manages stakeholders and meets their expectation, as relevant.
Manages the development and distribution of project communications for the purpose of keeping stakeholders aware of the events associated with the projects, and the potential impact, with a view to fostering the stakeholders’ support of the projects and the associated changes.
Defines and resolves key strategic change and operational change management issues impacting projects in conjunction with the Project Management Unit and Health Sector Transformation Unit.
Plans and assists in training and skills transfer.
Assists the Project Management Unit in building and maintaining high performance project teams, by organizing events designed to promote the communication of information to all team members.
Chairs weekly Change and Transformation management team meetings and prepares and distributes minutes.
Identifies benefits to be derived from the projects and supports the achievement of these.
Champions aspects of the Integrated Change Management Strategy and Plan that are out of scope for the Change and Transition Management team, to ensure that these critical elements are appropriately addressed by key stakeholders within the Ministry of Health.
Provides monthly status updates on the implementation of the Change Management strategy and Plan to the Steering Committee(s).
Monitors feedback and update of the Communications Strategy and Plan as required.
Identifies change issues and risks and deal with these. Escalates to project management and Steering Committee as necessary.

Minimum Qualifications, Education and Experience
A Bachelor’s Degree in Management, Human Resource Management, Organization Development or related field.
Five (5) years of experience working in the use of Organization Development methodologies and tools/human resource management practices/change management techniques.
Strong project management experience is required, including the ability to work on multiple projects at one time.
A Master’s Degree or post graduate qualification in Organization Development would be considered an asset.

Port Health Control Officer

JOB DESCRIPTION CONTRACT POSITION

JOB TITLE: PORT  HEALTH CONTROL OFFICER

JOB SUMMARY: The incumbent is responsible  for preventing and  controlling public health emergencies of international concern at  points of entry through screening of incoming and  outgoing travellers; inspection of food,  medicines,  human  remains,  hazardous waste/materials,  necessary establishments and any relevant imports; and enforce  public health  law in order to protect public health.

 

REPORTS TO:                           County Medical Officer of Health

SUPERVISION  GIVEN TO:      N/A

DUTIES AND  RESPONSIBILITIES:

• Surveys passengers including taking temperature checks using thermos-scanners .

• Disinsects aircraft;  examines  them  for mosquitoes and  other vectors

• Keeps accurate  records of vectors found  and  prepares simple reports

• Inspects  caskets  on aircrafts  for leaks,  examine  documents  showing  cause  of death  before  the  caskets  are taken from the aircraft to the local  undertaker

• Inspects Health Certificates, such as those issued for yellow fever

• Monitors  solid  waste  collection,  removal/treatment,  transportation  and  final  disposal to  ensure  compliance with  public health standards.

• Monitors wastewater collection,  removal/treatment,  transportation and final  disposal .

• Monitors drinking water supplies and storage

• Monitors toilet facilities and general sanitation of the port

• Conducts  Health  Promotion  activities

• Monitors the Single Electronic Window

• Prepares  reports on work  activities

• Perform  other related  work as required

KNOWLEDGE, SKILLS ANO ABILITIES

KNOWLEDGE:              

• Knowledge of vectors and of common methods of their eradication and control.
• Knowledge  of  equipment,  insecticides  and  other  pesticides  used  in  the control  and eradication  of vectors.
• Knowledge of the laws and regulations pertaining to Environmental Health .
• Sound  knowledge of survey methodologies and environmental  monitoring techniques

 

SKILLS AND ABILITIES: 

• Ability to plan,  assign and supervise the work of subordinate officers and workers.

SALARY:
Group 2B: $30,340 per month.

Applicants are advised that the maximum age for recruitment shall be fifty (50) years in accordance with Regulation 16 (1) of the Civil Service Regulations, made pursuant to the Civil Service Act, Chapter 23:01 of the Revised Laws of the Republic of Trinidad and Tobago.

JOB SUMMARY:
Responsible for the overall supervision of the Unit and the implementation of anti-money laundering policies in the country in accordance with the Financial Intelligence Unit of Trinidad and Tobago Act, 2009. He/She will have the strategic vision and will be in charge of all high level decisions within the FIU.

KEY DUTIES AND RESPONSIBILITIES:
The director will have some permanent duties and responsibilities within the FIU and some transitory duties critical in the establishment phase. He/She will be responsible for all actions in the Unit. Some of the transitory duties will become permanent in order to stay always as a leader in the AML/CFT prevention process.
• Overall supervision of the FIU, including staff, contracts and public affairs.
• Implementation of AML/CFT policies:
Develop, disseminate, and verify compliance with policies and regulations to prevent money laundering and terrorist financing within the country.
• Promote legislative changes, in order to improve the systems that fight money laundering and terrorist financing.
• Represent the FIU at international forums.

• Refer to a relevant law enforcement authority information of evidence of money laundering or terrorist financing.
• Submit within sixty days of the end of the financial year an annual report, to the Minister of Finance, on the performance of the FIU.
• Establish and maintain an administrative system and appropriate policies and procedures, including salaries, term of employment and benefits for the FIU’s staff.
• Produce an annual budget and provide regular updates.
• Request to financial institutions the information that it considers necessary for the adequate fulfillment of its own functions.

QUALIFICATIONS:
Bachelor’s degree and Master’s degree in Management Studies, Engineering, Economics, Finance or Law from an accredited University.

EXPERIENCE:
o Five (5) years of experience in a managerial position.
o Knowledge of AML/CFT and Information Technologies issues as well as familiarity with the roles
of FIUs is an asset.
