The Communications Officer provides support to the Corporate Communications Department in the achievement of its strategic objectives

The Communications Officer provides support to the Corporate Communications and Marketing Department in the achievement of its strategic objectives. The incumbent is required to coordinate media relations strategies, produce and disseminate materials for communicating information about the Corporation and its subsidiaries, coordinate the content of the intranet or external website, and the production of newsletters etc. reports and other publications. He/she is required to create and maintain a database of contacts and to assist in the drafting of speeches, press releases etc.

Education, Knowledge and Experience 

• Degree in Communications or related discipline from an accredited academic institution
• Certificate in Events Management
• Certificate in Protocol
• Certificate in Graphics
• Knowledge of current theories and practices in communications research and the role of the media
• Knowledge of media issues and social marketing media
• Knowledge of marketing, public relations, advertising, promotions and any other communication methods
• Knowledge of video productions, graphics etc.
• Knowledge on modern techniques of news gathering and release
• Ability to use the internet for research purposes
• Proficiency in the use of Microsoft Office Suite, Adobe Photoshop or any other software relevant to job functions.
• Three (3) years’ work experience in a Corporate Communications environment preferably in a large state or quasi-state organization.

Legal Officer

The Legal Officer provides legal support to the legal team in effectively performing legal activities and functions relative to operational and commercial activities.  Performance of these functions will ensure that the Corporation’s legal position is well maintained.

Key Duties & Responsibilities:

Department Support:

• Facilitates the appropriate training and development plans where necessary.
• Assists in the evaluation and implementation of departmental strategies, and plans to ensure achievement of the department’s corporate goals and objectives.

• Assists with preparation of monthly and/or other reports as required
• Assists in the planning, directing, coordinating and formulating legal policies and programmes of the Corporation
• Provides legal opinions and briefs on matters relevant to the Corporation’s operations

• Prepares status reports on existing and new contracts
• Conducts research, analyzes and reports on laws and regulations which impact upon the operations of the Corporation including those arising from corporate structures and business models as required.
• Advises on a range of legal issues, interpretations and options  relative to construction, procurement, project management, contract management, employee/employer relationship
• Assists line managers with the development and modification of departmental policies and procedures to ensure conformity with legal requirements.
• Identifies and reports legal issues of concern, often in situations of high risk and assists with development of  legal strategies and solutions
• Develops and implements procedures for contract management and administration in compliance with policies and procedures.
• Ensures the maintenance of contractual records and related documentation; e.g. contract correspondence, customer contact information, insurance documents, bonds and guarantees, status reports

Contract Administration and Monitoring

• Represents the Corporation in negotiating contracts and formulating policies with suppliers.
• Participates in the preparation of contract specifications
• Drafts, negotiates executes contracts, related legal documents related to construction, projects,  procurement of goods and services and confidentiality of proprietary information included but not limited to:-

• Requests for Proposals/Tenders
• Pre-qualification of contractors and consultants
• Contracts, IDF agreements and MOUs with Government ministries and state agencies
• Performance bonds
• Bid Bonds
• Non-disclosure agreements
• Sub-contracts
• Licensing agreements
• Financing documents
• Employee related matters
• Provides redlined recommendations on standard and non-standard contracts and negotiations with clients.
• Liaises with Project Management, Finance and or any other internal teams to monitor and ensure performance (milestones /invoicing) in accordance with terms and conditions of contract
• Administers contracts to ensure that suppliers perform in accordance with contract requirements.
• Takes action as necessary where there appears to be non-conformance to the terms and conditions of the contract
• Ensures contract close-out, extension or renewal as guided.
• Assists with drafting and reviewing of employment related contracts as necessary
• Undertakes the necessary research;  secures and circulates copies of  new and/or revised laws and decisions on court cases relative to the Corporation’s business operations
• Reviews proposed terms and conditions submitted by the contractor/consultant and reconciles with the Corporation’s requirements and policies

Legal Representation

• Assists in the preparation for hearings and trials and prepares written reports that could be used in determining how cases should be handled
• Represents  the Corporation in legal proceedings on miscellaneous subject matters, as assigned
• Undertakes the necessary research and prepares briefs for industrial relations matters at the Ministry of Labour, Industrial Court or Supreme Court 

Evaluation of Tenders

• Participates in review and evaluation of pre-qualification applications and packages
• Assists in the development of tender evaluation criteria
• Reviews tenders and assists in the preparation of relevant reports and paperwork

• Performs any other duties related to the job function as may be required

The Senior Project Manager supports the Department in providing leadership and technical expertise in the department. realization.

SUMMARY

The Senior Project Manager supports the Department in providing leadership and technical expertise in the department.  The incumbent has direct managerial responsibilities for assigned construction projects, ensuring quality in keeping with the national and corporate standards, and project realization.

The Senior Project Manager is involved in management of the Human Capital of the Department to ensure a level of job satisfaction in keeping with corporate objectives.

Key Functions and Responsibilities 

Development of Human Capital

• Liaises with the HR department as necessary and ensures that HR policies and procedures are implemented
• Ensures the on-going evaluation of line employees and implements the appropriate training and development plans where necessary.
• Develops training plans and facilitate training of all employees within the department.

        Management of Department

• Operates as a critical member of the corporate team in the department’s strategic planning initiatives
• Liaises with the HR department to ensure adequate staff recruitment to meet requirements
• Ensures that the records management function is maintained in accordance with approved policies and procedures
• Assists in developing  and monitoring project performance against strategies and plans and takes action as necessary to ensure achievement of goals and objectives
• Implements  and monitors  modern  policies and work processes from pre-construction to handover of completed projects in keeping with corporate guidelines
• Initiates research assignments and statistics gathering from documentation of RFP to sign-off of project.
• Prepares monthly or other status reports as required utilizing the approved formats and software

Project Management

• Attends pre-construction meetings with clients, contractors and consultants as necessary
• Assists Clients in preparation of User Requirements, ensuring clarity of goals and client expectations
• Ensures that the RFPs for each project are clearly documented and communicated to appropriate personnel in keeping with the approved procedures
• Develops Schedules and Milestones towards achieving the end date of assigned projects and submits for approval
• Reviews and ensures Project Management Plans are documented in the approved format and content is
• Takes necessary action to obtain relevant pre-construction approvals, permits and licenses
• Follows-up with relevant personnel to acquire engineering designs, valuation certificates and site inspection reports as required
• Mobilizes  and manages relevant project resources and related issues in accordance with the project plan
• Monitors activities and takes necessary action to ensure milestones are achieved
• Ensures projects are reviewed and inspected, monitoring compliance with building and safety codes and relevant regulations.

Health & Safety

• Liaises with the Health and Safety and facilitates Health and Safety audits as scheduled
• Ensures that Health and Safety issues reported are adequately actioned by the appropriate contractors.

Cost & Budget Management

• Ensures that Project Managers assesses, signs off and approves Payment Certificates from contractors and consultants.
• When necessary, prepares the relevant Board Notes

Communication and Relationship Building

• Assists in maintaining external relationships with contacts e.g. industry associations, suppliers, contractors and statutory organizations for improvement in business operations

• Performs any other duties related to the job function as may be necessary
