Job Description
An employee in this category will be required to provide reliable and safe driving service for the Transportation of personnel and/or materials/equipment and to perform messenger duties such as collecting and delivering mail, documents, stores and other supplies and items. Duties also include the routine inspection on vehicle maintenance and operating standard office equipment.
Reports to: Transport Despatcher/Engineering and Survey Officer
Key and Critical Responsibilities
- Drives vehicles to transport personnel to/from office meetings, seminars, workshops and functions and receives and delivers mail, equipment, office supplies, packages and items.
- Checks vehicle of essentials such as gas, oil, water and tire pressure.
- Reports to supervisor any minor/major defect in vehicles.
- Make entries in the log book according to established practice concerning trips, purpose of same, mileage, fuel and any delays occurring on the road.

- Maintain the overall network, including data and voice channels via the Local, Wireless and Wide Area Network connections.

Job Description
The Procurement Officer will be required to coordinate and supervise tasks, actively engage in the execution of procurement and disposal activities and contribute to related services within a department. Responsibilities includes, interpreting and applying relevant policies and procedures, conducting research and analysing procurement data for policy development. The incumbent will be required to contribute to the annual procurement and disposal plan, oversee support staff and provide guidance on related issues.
Key and Critical Responsibilities
- Participates in the implementation of the Annual Procurement and Disposal Plan, programmes and projects to support the overall strategic objectives of the Ministry/ Department.
- Participates in the provision of procurement and disposal services in accordance with the relevant legislation, policies, procedures, rules and regulations.
- Supervises the activities of support staff involved in the provision of the procurement and disposal services.
- Issues tender documents and maintains and updates the register of pre-qualified contractors
- Implements measures to identify and prevent fraudulent practices.
- Updates and maintains the public procurement database of the Ministry/ Department which is linked to the centralised database of the Office of Procurement Regulation.
- Conducts quality control checks to ensure that contract deliveries are provided in compliance with contractual arrangements.
- Provides advice and guidance on matters regarding the application of procurement and disposal legislation, policies, procedures, rules and regulations.
- Liaises with the Office of the Procurement Regulation to obtain advice and guidance on the interpretation and application of procurement and disposal policies, procedures and legislation.
- Conducts research and analyses data on performance related issues pertaining to procurement and disposal reports findings and makes recommendations for improvement to the Procurement and Disposal Performance Management System.
- Participates in the implementation of the performance management system related to public procurement and disposal.
- Participates in the drafting of preliminary budgetary estimates of expenditure for the Procurement and Disposal Unit.
- Drafts Notes for Cabinet, circulars, memorandum, manuals, and other documents related to procurement and disposal matters.
- Performs other related duties.

The Incumbent will be responsible for providing support in the operation and maintenance of the Workshop/Transport compound under the supervision and direction of the Engineering and Surveying Officer. Key responsibilities include operational upkeep and management of MRCRC vehicles.
Key and Critical Responsibilities
RESPONSIBILITIES:
- Preparing Specifications for the purchasing of vehicles to expand and/or enhance the fleet of plant and equipment.
- Scheduling regular and preventative maintenance on all plant and equipment.
- Ordering urgent or emergency repairs as needed.
- Establishing efficient routes and transportation schedules.
- Coordinating Drivers and on staff maintenance professionals when setting employee schedules.
- Managing vehicle licensing and registration.
- Ensuring all fleet members have proper licenses and up to date training.
- Monitoring Drivers to ensure adherence to schedules and proper driving practices.
- Recommending, hiring and training of new Drivers.
- Providing reports to management on budgeting, schedules, maintenance and fleet progress.
- Developing methods to decrease cost and improve efficiency.
- Preparation of monthly plant and equipment status report.
- Prepare Recurrent, PSIP, Plant and Equipment Estimates.
- Attend Council meetings when required.
- Provide overall supervision to the Workshop and Transport Section.
REQUIRED KNOWLEDGE SKILLS AND ABILITIES:
- Knowledge of Workshop and Transport management, Tender Documents and contractual relationships.
- Knowledge of project management principles, practices, techniques and procedures.
- Knowledge of relevant procedures, rules, regulations and policies of the Public Procurement and Disposal of Property Act.
- Knowledge of the FIDIC forms of Contracts and all relevant design codes (AASHTO, ASCE, ACI)
- Basic knowledge of the Daily Paid Collective Agreement and Public Service Commission Regulations.
- Proficiency on the use of Microsoft Office Tools and software relevant to job functions.
- Ability to use the internet for research purposes.
- Ability to communicate effectively both orally and in writing.
- Ability to undertake simple structural designs.
