- Advises, guides and provides support to the content providers of website and intranet of the Ministry/Department.

JOB TITLE: INFORMATION AND COMMUNICATIONS TECHNOLOGY (ICT) TECHNICAL OFFICER JOB SUMMARY: The incumbent is required to provide technical support in the operations and maintenance of the ICT infrastructure of the Ministry/Department under the guidance and direction of supervisors. DUTIES AND RESPONSIBILITIES:
- Conducts conciliation meetings, examines the issues relating to the dispute; determines the merits and most appropriate resolution; and proposes options for consideration by the parties.
- Assists in collective bargaining proceedings by preparing background information; building case histories; examining relevant documentation and research data; and developing and recommending the most effective resolution strategy.
- Advises trade unions, employers, members of the public and other clients on the application of industrial relation legislation, policies, procedures and practices.
- Assists in the vetting of collective agreements for legal compliance and technical accuracy prior to submission to the Industrial Court.
- Prepares and delivers presentations at workshops, meetings and seminars or as part of a training programme to sensitise stakeholders on acceptable industrial relations practices, policies and procedures.
- Reviews, analyses, monitors and evaluates existmg industrial relations legislation, policies, practices and procedures; and recommends and implements changes.
- Assists in the preparation of policy manuals/guidelines, brochures and other publication. in respect of industrial relations legislation, policies, procedures and practices.
- Analyses and evaluates proposals for collective bargaining; clarifies issues/recommendations; analyses implications and consequences of proposals; and develops alternatives to resolve issues.
- Conducts investigations on the more complex industrial and labour relations issues and submits recommendations.
- Assists in the implementation of new policies, procedures, projects and programmes for the achievement of strategic goals.
- Contributes to the development and maintenance of the Division’s records information system.
- Prepares Reports, Comments, Opinions and Notes for Cabinet/Minister of Government.
- Represents the Department on Committees and meetings related to the work of the Division.
- Performs related work as may be required by the job functions.
KNOWLEDGE, SKILLS AND ABILITIES:
KNOWLEDGE:
- Knowledge of the principles, procedures and practices of industrial and labour relations.
- Knowledge of the techniques in conciliation and dispute resolution.
- Knowledge of the techniques in collective bargaining and negotiation.
- Knowledge of the history and behaviour of trade unions, management and business enterprise; and industrial relations issues.
- Knowledge and understanding of local and international labour legislation, International Labour Standards (ILO) and best practices.
- Knowledge of research methods and techniques.
SKILLS AND ABILITIES:
- Proficiency in the use of Microsoft Office Suite.
- Skill in the use of personal computers .
- Good conciliation and conflict resolution skills .
- Good research, analytical and problem-solving skills .
- Ability to use e-Government platforms .
- Ability to use the internet for research purposes .
- Ability to prepare and deliver lectures on industrial and labour relations and to analyse divergent points of view in leading discussions and answering questions.
- Ability to conduct interviews and investigations effectively and collect, collate and critically analyse information.
- Ability to maintain high ethical levels in internal and external relations.
- Ability to exercise mature judgment to make decisions in a manner consistent with the essential job functions.
- Ability to prepare and deliver presentations and lectures on industrial relations and to analyse divergent points of view in leading discussions and answering questions.
- Ability to identify, analyse and solve problems and recommend effective solutions.
- Ability to conduct interviews and investigations; collect, collate and critically analyse information; and prepare comprehensive reports.
- Ability to assimilate the techniques needed to steer discussions towards solution and to participate in such discussions objectively and effectively.
- Ability to handle issues with a great deal of tact and skill.

MINIMUM EXPERIENCE AND TRAINING:
- Minimum of five (5) years in industrial and labour relations.
- Training as evidenced by the possession of a recognised degree in one of the Social Sciences, Law, Labour Studies and any other related discipline from a recognised institution.

8. Conciliation and Labour Relations Officer I
JOB TITLE: CONCILIATION AND LABOUR RELATIONS OFFICER I JOB SUMMARY:
The incumbent is responsible for conducting simple assignments and assisting in progressively more complex assignments in the performance of conciliation, advisory and advocacy functions. Work involves conducting conciliation meetings between parties; functioning as a member of a team in collective bargaining proceedings; acting as a third party in complaints between management and non-unionised employees; and providing advice to clients on industrial relations and employment related issues. Work also involves participating in the review, evaluation, research for the development of policies, procedures and systems; and conducting research activities as an input in the development of policies, projects and programmes. Work is performed with initiative and judgment within the framework of legislation, existing policies and procedures and is reviewed through discussions and reports for adherence to policy, thoroughness of analyses and effectiveness.

DUTIES AND RESPONSIBILITIES:
- Schedules and/or conducts conciliation meetings, identifies underlying concerns of parties, develops an understanding of their respective positions and facilitates communication between disputants in order to resolve issues.
- Attends and participates in conciliation meetings as a member of a team; prepares detailed notes and summaries; and drafts and prepares dispute documents such as certificates and agreements.
- Advises trade unions, employers, organisations, non-unionised employees and members of the public on the application and/or interpretation of industrial relations policies, practices, procedures, labour standards and existing legislation.
- Reviews, analyses and evaluates proposals from employers and/or unions and submits recommendations.
- Conducts research in the field of industrial relations and prepares documents such as analytical reports and briefing papers to facilitate decision making and policy formulation.
- Participates in the implementation and/or review of policies, procedures, projects and programmes for improvements, amendments and/or new policies or initiatives for the achievement of strategic goals.
- Assist in the presentations on industrial relations topics and facilitates at workshops, seminars.
- Documents information and contributes to the development and maintenance of the Division’s records information system.
- Prepares Opinions, Reports, Comments on Draft Notes for Cabinet.
- Represents the Division and assist in the facilitation at workshops, seminars and sessions.
