Minimum Experience and Training
Experience (more than 18 months and up to 4 years) in Public Administration or Management and training as evidenced by possession of a Diploma or Degree in Public Administration or Social Science from a recognised University or any equivalent combination of experience and training.

An employee in this class investigates and reports the less difficult complaints to the Ombudsman of administrative injustices. Work involves visiting and interviewing complainants, public officers and other personnel to clarify problems and obtain relevant facts and data pertaining to complaints, submitting reports on enquiries made and corresponding with relevant Ministries/Departments, agencies and complainants on issues raised. Instructions are received orally or in writing from a superior based on complaints received. The employee works with considerable independence in the performance of field work and work is reviewed by an administrative superior through analysis of reports and by discussions.
Salary
Range 49G: $11,466/12,227 per month (2013).

INVESTIGATOR
Kind of Work
Investigative work related to complaints of administrative injustice.
Distinguishing Features of Work
An employee in this class investigates and reports the less difficult complaint to the Ombudsman of administrative injustices. Work involves visiting and interviewing complainants, public officers and other personnel to clarify problems and obtain relevant facts and data pertaining to complaints, submitting reports on enquires made and corresponding with relevant Ministries/Departments, agencies and complainants on issues raised. Instructions are received orally or in writing from a superior based on complaints received. The employee works with considerable independence in the performance of field work and work is reviewed by an administrative superior through analysis of reports and by discussions.
Examples of Work
- Studies written complaints received by the Ombudsman and visits and interviews complainants, officials of Ministries/Departments/Statutory Bodies and other Government Agencies and other personnel to collect information related to the complaints.
- Examines policies, laws, rules, regulations, procedures and programmes of Government Bodies related to complaints received and extracts appropriate data.
- Analyses data collected and determines cause of or reasons for complaint.
- Evaluates material facts, relevant to complaints, draws conclusions and prepares and submits reports on findings with suitable recommendations.
- Drafts correspondence to Government Officials and complainants, and assists in preparing draft reports on the performance of the functions of the Unit for inclusion in the annual report of the Ombudsman.
- Performs related work as may be required.
Required Knowledge, Skills and Abilities
- Knowledge of the Public Administration.
- Knowledge of investigative methodology, its principles and techniques.
- Ability to collect and evaluate data and to prepare objective reports.
- Ability to deal tactfully with people of varying levels of intelligence.
- Ability to express ideas clearly and concisely both orally and in writing.
- Ability to establish and maintain effective working relationships with other officers and with the public.
Minimum Experience and Training
Experience (18 months to 4 years) in Public Administration or Management and training as evidenced by possession of a Diploma or Degree in Public Administration or Social Science from a recognised University or any equivalent combination of experience and training.
