Applications are invited from suitably qualified persons for the office of Assistant Director, Debt Management, Debt Management Division (Group H), Ministry of Finance.
Salary
Group H: $31,954 per month (2023).
Applicants who are not public officers are advised that the maximum age for recruitment shall be fifty (50) years, in accordance with Regulation 16 (1) of the Civil Service Regulations, made pursuant to the Civil Service Act, Chapter 23:01 of the Revised Laws of the Republic of Trinidad and Tobago.
Training Requirement

A Bachelor’s degree in Economics or Finance.
Knowledge Requirements
- Extensive knowledge of financial planning, expenditure management, accounting and economic theories, principles and practices.
- Strong understanding of the strategic plans, objectives and policies of Ministries to align Government Revenue with programme and administrative financial resources.
- Considerable knowledge of financial statistics, forecasting and quantitative analysis.
- Knowledge of the laws, rules, regulations, policies and procedures of the Public Service of Trinidad and Tobago.
- Proficiency in computer software packages, including Microsoft Office Suite.
Experience Requirements
- At least ten (10) years’ experience in Economics or Finance.
- A minimum of three (3) years at a managerial level.
Necessary Special Conditions
- Required to work beyond normal working hours.
- Required to travel locally and abroad as necessary.
Job Description
The incumbent is required to perform highly responsible professional duties in assisting in the direction and coordination of the work of the Debt Management Division in the Ministry of Finance.
Duties include:
- Assisting in directing and coordinating the activities of the Division with regard to the management of the Government’s domestic and external debt portfolios.
- Providing advice on debt issuance, debt restructuring and debt policy.
- Monitoring debt sustainability.
- Providing technical advice and guidance to the Government.
- Supervising and mentoring professional, technical and support staff engaged in debt management activities.
Work is performed with considerable independence and is reviewed through discussions and reports to the Director, Debt Management.

Salary
Group F (1): $37,005 per month (2023).

Training Requirements

An equivalent combination of experience and training.
Knowledge Requirements

Extensive knowledge of financial planning, expenditure management, accounting and economic theories, principles and practices, as may have been gained in the lower levels of the Debt Management Division.

Strong understanding of the strategic plans, objectives and policies of Ministries to align Government Revenue with programme and administrative financial resources.

Considerable knowledge of statistical and mathematical analysis, financial and debt management, and international standards reflecting best practices in debt management, expenditure management and accounting.

Considerable knowledge of all laws governing borrowing in Trinidad and Tobago, including:

Development of Loans Act Chapter 71:04

Guarantee of Loans (Companies) Act Chapter 71:82

Exchequer Act

Guarantee of Loans (Statutory Authorities) Act Chapter 71:81

Considerable knowledge of debt recording and management databases for preparing reports and conducting debt portfolio risk analysis.

Understanding of the mandate, objectives, strategies, policies, programmes, and operational realities of the Debt Management Division and its stakeholders.

Knowledge of strategic and operational management, planning, priority setting and risk management to integrate and monitor multiple debt management programmes.

Excellent communication, management and interpersonal skills.
Position Purpose
This position is responsible for planning, directing and managing the operations of the Front, Middle and Back Office, which includes:

Identifying and analysing borrowing opportunities in both domestic and international markets.
-
Developing debt policies and national risk frameworks.
-
Directing the development of accurate debt recording procedures.
-
Overseeing and monitoring all administrative and technical aspects of the Debt Management Division.
The goal is to ensure that national debt remains sustainable while strategically managing the public debt of the Republic of Trinidad and Tobago.
