      JOB PROFILE:

      Assists the residents evaluate their abilities, interests, talents and personality characteristics in order to prepare them for programme/treatment at the Centre.

      KEY DUTIES AND RESPONSIBILITIES:

      • Ensures that residents attend and participate in all programme of activities.
      • Facilitates group sessions: Emotional Encounter, walking papers (Groups), Static groups, Pass Panel and Peer Confrontation.
      • Conducts sessions relevant to life skills in keeping with a therapeutic community operation.
      • Manages daily transit of residents in an efficient and effective manner.
      • Provides one-on-one individual and group peer counselling to residents.
      • Assists in providing support and encouragement to residents as required.
      • Submits relevant reports to supervisor on progress of clients.
      • Completes the Staff on Duty Log Book in a proper and timely manner, before the completion of his/her shift for handing over.
      • Work on a shift system, which includes weekends and Public Holidays.
      • Ensure that residents take their medication as required.
      • Accounts for all residents’ personal items left at the SOD office.
      • Ensures that all residents’ finances are lodged at the Administrative office for safe keeping.
      • Assist Clinical team in assessment and admission of clients.
      • Any other related duties.

      KNOWLEDGE, SKILLS AND ABILITIES:

      • Knowledge of the fundamental principles and practices of social work
      • Good counselling skills
      • Good writing skills
      • Ability to interface effectively
      • Ability to conduct successful interviews.
      • Ability to maintain effective working relationships with clients and other related personnel
      • Ability to communicate effectively
      • Ability to coordinate activities for programmes relating to the treatment of residents

      QUALIFICATIONS AND EXPERIENCE:

      • Three (3) 0′ levels and/or Certificate in Social Work/Psychology/Counselling.
      • Minimum of twelve (12) months of verified experience in substance abuse counselling. (Volunteer work may be substituted)
      • Computer Literacy would be an asset.
      • Fundamental training in Substance use/abuse (e.g. CARIAD/CRA) will be an asset.
      • Any equivalent combination of training and experience.

      JOB SUMMARY:

      The incumbent is required to perform work involving the conduct of research related to the laws and legal issues pertinent to the operations of the Ministry/Department. Duties include preparing legal documents and developing and maintaining a repository of documents on legal matters. Dependent on assignment, the incumbent may be required to perform the full range or some of the duties listed.

      DUTIES AND RESPONSIBILITIES:

      • Conducts research on legal issues relating to the Ministry’s/Department’s operations and prepares written opinions, working papers and reports thereon.
      • Undertakes extensive review of legal documents, instruments and other material identifies issues and proposes amendments.
      • Prepares briefs and preliminary drafts of legislative legal material pertaining to the Ministry’s/Department’s portfolio.
      • Develops and maintains an up to date repository of laws, judgments, contract precedents and other related material pertinent to the Ministry’s/Department’s operations.
      • Contributes to the review and formulation of recommendations to amend legislation pertinent to the Ministry/Department.
      • Assists in the drafting of Cabinet/Ministerial Notes on legal matters.
      • Assists in the drafting of legal documents such as contracts, agreements, opinion and briefs; and prepares memoranda, letters and other documents.

      SENIOR LEGAL OFFICER

      The incumbent is required to supervise junior legal officers performing legal work in the Legal Services Unit/Division of a Ministry/Department. Duties include appearing in court, providing legal advice and opinions and drafting legal documents on the more complex legal matters involving the Ministry/Department. The incumbent also assists in planning, organising and preparing the work programme of the Unit/Division.

      DUTIES AND RESPONSIBILITIES:

      • Supervises junior legal officers and other staff providing legal support work.
      • Assigns and reviews the work of junior legal officers while providing training, advice, guidance and direction on legal matters.
      • Plans, organises and prepares the work programme of the Legal Services Unit/Division.
      • Represents the Ministry/Department in court and before other tribunals on the more complex legal matters.
      • Drafts the more complex legal documents including contracts, leases, and agreements.
      • Reviews systems, policies and procedures and makes appropriate recommendations to improve productivity and quality service.

      The Inspector II is required to lead and supervise the operations of the Inspector I in the enforcement and administration of the Homes for Older Persons Act of 2007, to ensure the delivery of efficiently coordinated policies and programmes as may be needed for Homes and components of the Continuum of Care, and compliance with specified standards of care.

      DUTIES AND RESPONSIBILITES:

      • Ensures compliance with licensing and accreditation standards.
      • Assists in developing the procedures, and administrative and operational systems for the inspectorate unit.
      • Ddirects personnel at homes and care facilities for seniors on the standards required for            providing services.
      • Intervenes as advocate for care providers/residents at homes and care facilities of the continuum to resolve emergency problems and crisis situations.
      • Identifies improvements and adjustments needed to ensure effectiveness and efficiency in meeting required standards of care.
      • Provides consultation and expert advice to management of homes and care facilities, or other stakeholder groups on issues related to standards or process-related topics.
      • Serves on committees to promote standards in homes and care facilities for the elderly.
      • Makes recommendations for registration of homes.
      • Assists in the screening of applicants for the establishment of homes and care facilities of the continuum of health & social support services for older persons.
      • Attends relevant workshops and ageing conferences to represent the ministry of social development and family services.
      • Prepares quarterly status reports on progress of activities at homes and care facilities of the continuum.
      • Advises the director, division of ageing on the performance/compliance of homes and care facilities of the continuum, in accordance with legislative requirements.

      • Advises, guides and provides support to the content providers of website and intranet of the ministry/department.
