What makes EcoVista a smart city?
The term smart city has become one of the most frequently used expressions in contemporary urban planning, but it is often misunderstood. A smart city is not simply a development containing Wi-Fi, surveillance cameras, electric vehicles or automated buildings.

The Jamaican proposal is not centred on technology as an isolated feature. Its underlying proposition is that education, research, housing, commerce, hospitality, environmental management and infrastructure can operate as interconnected components of one urban ecosystem.

Rather than placing a university beside an existing city, EcoVista is being conceived around a university and knowledge economy. Jamaica’s ambitious university-city proposition
The University of the Commonwealth Caribbean, or UCC, is positioning EcoVista as a 283-acre development on Jamaica’s northern coast in Trelawny. The site encompasses approximately 1,200 metres of beachfront, alongside forest, wetlands and mangrove ecosystems. UCC’s development material describes a master-planned community combining residential, commercial, hospitality, educational and environmental components.
The project is being developed by UCC/SPECTRUM Group, with UCC serving as its educational anchor.
In April 2025, the development received the Future Cities Award in the Smart Infrastructure category at the Annual Investment Meeting in Abu Dhabi. UCC said EcoVista was the first Caribbean project to receive the award in that category.
The award does not establish that EcoVista has become a functioning smart city. It does, however, demonstrate that the project has attracted international recognition at the conceptual and development-planning stage.
That distinction matters because EcoVista remains a proposed, phased development rather than a completed city.
In June 2026, UCC announced plans to raise US$15 million to complete land acquisition and said it intended to invite up to six international universities as academic partners. Construction is planned in phases extending to 2038.
The long development horizon illustrates both the ambition and complexity of the undertaking.
The Caribbean needs more than digitisation
The Caribbean’s urbanisation challenges cannot be solved exclusively through technology.
Small island developing states face a particularly difficult combination of geographical constraints, climate exposure, limited economies of scale, infrastructure costs, dependence on imported energy and vulnerability to external economic shocks. Coastal development introduces additional considerations involving flooding, erosion, hurricanes, drainage, ecosystems and sea-level rise.
A Caribbean smart city therefore has to be resilient before it can genuinely be considered smart.
EcoVista’s location creates a particularly important opportunity to demonstrate that principle. The development concept incorporates wetlands and mangroves rather than treating the natural environment as an obstacle to urbanisation. Earlier project documentation describes an ambition to generate its own energy, recycle and manage water, treat waste and integrate ecological systems into the development.
This is potentially one of the project’s most consequential features.
A smart city in Jamaica should not merely automate conventional infrastructure. It should reduce the physical and economic vulnerabilities associated with conventional infrastructure.
That could mean distributed renewable electricity rather than complete dependence on a centralised grid, local water treatment and reuse rather than excessive dependence on external supply, intelligent energy management rather than uncontrolled consumption, and data-driven environmental monitoring rather than reactive management.
Renewable energy could become a core urban system
Energy is one of the most important tests of any Caribbean smart city.
A technology-intensive development containing a university, hotels, residences, laboratories, businesses and digital infrastructure could have substantial electricity demand. If that demand is met primarily through conventional fossil-fuel generation, the smart-city label would have limited environmental significance.
EcoVista’s proposed renewable energy architecture therefore matters.
The project’s stated ambition is to incorporate renewable energy and develop infrastructure capable of supporting a more self-sustaining urban environment.
The technical opportunity is considerable. Solar photovoltaic generation, battery energy storage, intelligent building management, demand-response systems, high-efficiency cooling and smart metering can operate as components of an integrated energy-management platform.
In Jamaica’s climate, energy planning also has an economic dimension. Cooling loads are significant, while imported energy exposes the economy to international fuel-price movements.
A smart city capable of generating a meaningful proportion of its electricity locally could therefore improve both environmental performance and economic resilience.
The objective should not be energy independence as a slogan. It should be measurable performance, including renewable generation capacity, storage capacity, energy intensity per square metre, peak-demand reduction, system reliability and emissions avoided.
That is where smart-city planning becomes engineering rather than marketing.
Water, waste and the circular city
Water management presents another opportunity.
A coastal development containing thousands of residents, students, workers and visitors will require substantial water resources. Conventional urban systems frequently treat water as a linear commodity: extract, distribute, consume and discharge.
A more advanced smart-city model treats water as a managed cycle.
Rainwater harvesting, wastewater treatment, greywater reuse, leak detection, smart metering and digital monitoring can reduce demand and improve resilience. In a Caribbean environment exposed to drought and intense rainfall events, such systems can also improve adaptation.
The same principle applies to waste.
EcoVista’s project documentation describes waste treatment and repurposing as part of its sustainability vision.
The real measure of success would be whether the development can reduce landfill dependency, recover useful materials, compost organic waste and potentially convert suitable waste streams into energy or other productive inputs.
This is where the smart city begins to overlap with the circular economy.
The university could be EcoVista’s most important technology
The most significant component of EcoVista may not be a sensor, solar panel or artificial-intelligence system.
It may be the university.
Smart cities require skilled people capable of designing, operating, maintaining and governing complex technological systems. Without human capital, advanced infrastructure becomes expensive equipment rather than productive infrastructure.
UCC’s proposed Caribbean Knowledge City is therefore central to the development’s logic. The university is intended to function as a research, learning and collaboration centre rather than merely as a collection of classrooms.
The proposed model also envisages international university partnerships.
That could allow EcoVista to become a regional knowledge hub in fields such as artificial intelligence, cybersecurity, fintech, health technology, renewable energy, climate science, marine research, engineering and digital entrepreneurship.
The opportunity is larger than Jamaica.
A successful university smart city could provide Caribbean students with access to international research networks without requiring every student to leave the region. It could attract diaspora academics, international researchers and technology companies while creating opportunities for Caribbean entrepreneurs.
Education consequently becomes economic infrastructure.
Innovation districts could create a new economic model
The development plans released in 2026 describe a technology-enabled university campus for more than 5,000 students alongside specialised innovation districts. These include proposed fintech, health technology and technology-business functions, together with hospitality and wellness development.
This is important because smart cities work best when technology infrastructure supports economic activity rather than existing independently from it.
A fintech district could provide space for financial technology companies, regulatory experimentation and Caribbean-focused digital financial services. A health technology district could connect telemedicine, medical research, diagnostics and health tourism. An innovation district could provide an environment for startups, artificial intelligence companies and business-process operations.
The university supplies talent.
The innovation districts supply commercial demand.
The smart infrastructure supplies the digital and physical connectivity between them.
That creates the possibility of a self-reinforcing knowledge economy.
Tourism and technology can coexist
Tourism is central to Jamaica’s economy, and EcoVista’s coastal location makes hospitality an important component of the project.
The proposed development includes hotels, villas, residential communities and recreational facilities. Earlier project documentation describes three hotel resorts and luxury villas alongside housing and an eco-business park.
The challenge is ensuring that tourism does not overwhelm the project’s sustainability objectives.
A smart resort can use occupancy-based energy management, intelligent water systems, predictive maintenance, digital access control and environmental monitoring. Buildings can respond dynamically to temperature, occupancy and energy demand.
Tourism can therefore become a demonstration environment for smart-building technologies.
EcoVista could potentially become a place where visitors experience Caribbean hospitality while simultaneously observing how sustainable urban systems operate.
The environmental question cannot be ignored
The strongest criticism that can be directed at any proposed coastal smart city is also the most important question: can development genuinely coexist with the ecosystem on which the development depends?
EcoVista’s proposed site includes beaches, forests, wetlands and mangroves.
That ecological complexity makes environmental assessment essential.
A smart city should incorporate environmental constraints into its foundational planning rather than attempting to compensate for damage afterwards. Mangrove protection, stormwater management, coastal setbacks, biodiversity monitoring and climate-resilient construction should therefore be treated as core infrastructure.
The development’s environmental performance should ultimately be measurable.
If EcoVista succeeds, it could demonstrate that high-density economic activity, education and tourism can coexist with ecological protection. If environmental performance becomes secondary to construction speed or short-term commercial returns, the project would undermine the very principles that make it distinctive.
Smart cities need smart governance
Technology alone cannot make a city intelligent.
Governance determines who controls data, who can access it, how long it is retained, how systems are secured and what happens when automated decisions affect individuals.
A university smart city would generate substantial amounts of information from buildings, utilities, transportation, security systems, educational platforms and commercial operations.
Cybersecurity therefore needs to be designed into the infrastructure from the beginning.
The same applies to privacy.
A sophisticated urban environment can become highly intrusive if every movement, transaction and interaction is continuously monitored without appropriate safeguards. International smart-city practice increasingly recognises that technology must operate within frameworks of accountability, transparency, cybersecurity and responsible data governance.
EcoVista’s university environment could provide an unusually valuable opportunity to study these issues in real time.
The city could become a living laboratory for Caribbean smart-city governance.
EcoVista and the evolution of Caribbean urban development
The idea of smart cities is not entirely new to Jamaica.
More than a decade ago, Montego Bay was being considered within the Inter-American Development Bank’s Emerging and Sustainable Cities Initiative, which sought to help participating cities identify and prioritise infrastructure and sustainability projects capable of improving quality of life.
EcoVista represents a different scale and model.
Instead of attempting to retrofit intelligence into an established urban environment, it is being planned from the beginning as an integrated development.
That provides an important technical advantage.
Legacy cities contain roads, buildings, utilities and institutional systems constructed at different times according to different standards. Integrating these systems can be expensive and technically difficult.
A master-planned smart city can design communications networks, energy systems, water infrastructure, buildings, transport and data architecture as interconnected components.
That does not make development easier overall. It does make system integration more achievable.
A Caribbean smart city with global relevance
EcoVista’s significance ultimately extends beyond Trelawny.
The Caribbean contains dozens of countries and territories, many of which face similar challenges involving energy security, climate resilience, infrastructure costs, skills development and economic diversification.
If Jamaica can demonstrate that a university-led smart city can generate measurable improvements in education, employment, sustainability, innovation and investment, the model could become relevant throughout the region.
The Caribbean has historically exported talent at enormous scale.
A knowledge-centred smart city offers a different proposition: create an environment capable of attracting talent back, connecting local talent to international networks and generating businesses that can sell knowledge and services globally.
That is a more consequential objective than constructing another luxury development.
The real test of EcoVista
The success of EcoVista should ultimately be measured against outcomes rather than architectural renderings or technology specifications.
A genuine smart city should demonstrate that technology improves people’s lives.
For EcoVista, that could mean more affordable and reliable access to services, improved energy efficiency, stronger climate resilience, better educational opportunities, high-value employment, increased research capacity, new businesses and measurable environmental protection.
ISO 37122 provides a useful international framework because it recognises that smartness must be assessed through indicators rather than promotional claims.
EcoVista is still a development project, with financing, land acquisition, construction, partnerships and phased implementation ahead of it. UCC has stated that construction is planned through 2038 and that additional international academic and investment partners are being sought.
That makes the present moment particularly important.
The project is still sufficiently early for its technical architecture, governance structures, environmental safeguards and performance indicators to be designed around measurable outcomes.
If those elements are executed successfully, EcoVista could become far more than Jamaica’s next major development.
It could become a Caribbean experiment in building a city where education is infrastructure, research is economic policy, sustainability is engineered into the physical environment and technology is used to improve everyday urban life.
That is the real promise of the smart city.
Not a city filled with gadgets, but a city capable of learning, adapting, conserving resources, creating knowledge and improving the lives of the people who inhabit it.
For Jamaica, EcoVista represents an ambitious opportunity to build that proposition from the ground up. For the Caribbean, it represents something potentially even more valuable: a chance to demonstrate that the smart city concept can be redesigned around the realities, resources and aspirations of small island economies.
