Job Description
The Chief Executive Officer is charged with the responsibility of positioning the organisation at the forefront of the industry. The incumbent will have overall responsibility for implementing and achieving the strategy and formulation of policies and procedures that will advance the Commissions mission and objectives. He or she will be ultimately responsible for managing the organisation’s operations to ensure efficiency and quality delivery of services and cost effective management of resources.
Key and Critical Responsibilities
- Establish strategic objectives for the Commission and formulate or approve policies and programmes.
- Ensure that strategic and annual plans and budgets are prepared and submitted to the Board of Directors and relevant external bodies in a timely manner.
- Ensure the development and enforcement of performance measurements, management, controls and critical success factors.
- Act as the Commissions ambassador by actively promoting its services and seeking out opportunities for service expansion.
- Oversee the allocation of resources to implement company policies, services and programmes.
- Ensure compliance with financial and administrative controls, formulate and approve specialised programs / plans as required.
- Review monthly activity reports, scorecards and financial statements to determine status in attaining outlined objectives and where necessary, revise objectives and plans.
- Oversee the production of corporate reports and ensure that they are completed within the required deadlines.
- Monitor and evaluate performance of Executives to determine progress and status in attaining outlined objectives and assess compliance with the established policies and procedures of the company.
- Maintain high levels of governance within the organisation, ensuring that Board and Board Committee meetings are held as required.
- Ensure that all necessary documentation (e.g. agenda, executive summary) for monthly Board Meetings is produced and distributed in a timely manner.
- Establish and /or maintain the necessary contacts to keep abreast of emerging issues of significance to the organisation.
- Ensure at all times that staff and Board of Directors are kept abreast of information assessed as pertinent.
- Perform such other duties as are prescribed from time to time by the Board of Directors.
- To ensure the implementation of Board and Cabinet decisions.
- To interface with the governing authorities and provide timely and accurate reports.
- To serve as strategic adviser to the Board of Directors and senior managers of the organisation.
- To ensure that the Commission is appropriately organised and staffed and to have authority to hire and terminate staff as necessary to enable it to achieve its approved strategy.
- To ensure that the expenditures of the Commission are within its authorised annual budget.
- To approve operating expenditure within defined limits.
- To oversee the preparation of audited financial statements and financial reports to ensure compliance and accuracy.
- To assess the principal risks of the Commission and ensure that these risks are being monitored and managed effectively.
- To ensure that the Commission has appropriate systems to enable it to conduct its activities lawfully and ethically.
- To ensure that the Commission maintains high standards of social responsibility.
- To act as a liaison between management and the Board of Directors.
- To act as the primary spokesperson and representative for the Commission.
- Recommends yearly budget for Board approval and prudently manages organisation’s resources within those budget guidelines and according to current laws and regulations.
- To communicate effectively with stakeholders, employees, the public and Government Authorities, having strong communication and negotiation skills to develop and maintain effective relationships.
Key Competency
KNOWLEDGE, SKILLS AND ABILITIES:
- Excellent analytical, problem solving and communication skills.
- Strong executive management, interpersonal and leadership skills.
- Strong knowledge of public sector management and operations with an understanding of construction and project management.
- Excellent planning, organizing, safety and quality management skills.
- Strong knowledge and ability to analyse of financial / budget data.
- Demonstrated knowledge and experience in the areas of change management, organisational transformation and business development activities.
- Proven track record and knowledge of policy formulation procedures.
MINIMUM EXPERIENCE AND TRAINING:
- Postgraduate qualification in one of the social, political or management sciences; MBA, Project Management, Social Science, Finance, Public Administration or Planning.
- Extensive Experience in a Senior Management, Public/Social Management, Civil Engineering, Project Management or any equivalent combination of qualifications, experience and training.
- At least five (5) years working experience in a similar environment and policy development.
- Must be computer literate.
- Any relevant combination of skills, qualifications and experience.
