The Ministry of Rural Development and Local Government invites applications from suitably qualified persons for employment on contract in the under-mentioned positions:
JOB SUMMARY: The Change Manager is responsible for creating and implementing change management plans to maximize employee engagement and proactively manage employee and client resistance. The role will involve liaising at all levels across key Ministries and Department to analyze and effectively develop and deliver embedded change management solutions.

JOB SUMMARY: Oversees and directs the planning and management of environmental programs, public health functions and medical services within its jurisdiction; and provides professional and administrative work in directing Public Health works.

JOB SUMMARY: The incumbent is required to contribute to the Municipal Corporation’s business objectives by: providing strategic and financial guidance to ensure that the Corporation’s financial commitments are met; developing all the necessary policies and procedures to ensure the sound financial management and control of the Corporation’s business. Duties include organizing and directing the activities of the Accounting Unit of the Corporation.

JOB SUMMARY: To conduct in-depth research and prepare, write and edit executive and other speeches, releases, articles, letters and other communication documents for use by the Ministry. Duties involve researching material for writing assignments; submitting assignments within agreed timelines and ensuring relevance and currency of content.

JOB SUMMARY: The incumbent is required to operate and maintain equipment used to amplify, record and display sound and must be able to maintain and repair equipment such as microphones, video recorders, projectors, lighting; record meetings and presentations with video cameras, operate spotlights, adjust amplifiers, coordinate graphics used in displays and provide technical support.

JOB SUMMARY: The incumbent is required to plan, organize and manage the effective development, operations and maintenance of the ICT resources and infrastructure of the Ministry and to manage the successful delivery of its ICT projects, under the direction of the Permanent Secretary or designated officer. Duties include: development and implementation of the Ministry’s ICT policies and strategic plan, development and delivery of software applications and effective IT services to the Ministry.

JOB SUMMARY: The incumbent is required to provide technical services in the management, operations and maintenance of the computer network hardware and software, intranet, internet, portal, communications, LANs, WANs and related connectivity infrastructure of the Ministry/Department. Duties include: operating and maintaining network and connectivity components; monitoring network security; resolving network problems and service incidents; and supervision of technical and support staff as required.

JOB SUMMARY: The incumbent is required to provide technical services for software application systems of the Ministry/Department .Duties include: analysis of operational data to meet the information needs of stakeholders; assisting with the selection, design, programming and testing of software applications; supporting the enhancement of software applications; providing training to key stakeholders on specified information systems; and supervision of Technical and Support Staff as required. Depending on work assignment, the incumbent will be required to perform these duties in a specified category of software application solutions, such as: a) the business information systems of the Ministry/Department such as finance, payroll and human resource management; b) the Ministry/Department-specific information systems; c) any defined combination of business and Ministry/Department-specific information systems.

JOB SUMMARY: This job requires the incumbent to be a first responder to emergencies resulting from the impact of hazards (both natural and man-made). The incumbent will also be required to collect, collate, analyze and use information relating to all the phases of Disaster Management to promote disaster risk reduction within the Municipal Corporations.

JOB SUMMARY: The incumbent is responsible for preparing and serving drinks and light refreshments at meetings and to visitors. Work involves preparing and serving drinks and light refreshments and ensuring that the kitchen and other rooms are kept in a sanitary condition.

JOB SUMMARY: The incumbent is required to perform professional legal work in a Ministry/ Department. Duties include appearing in court, providing legal advice and opinions and drafting legal documents on matters involving the Ministry/ Department. Depending on assignment, the incumbent may be required to perform some or the full range of the duties of the position.

JOB SUMMARY: This job requires the incumbent to oversee a variety of planning and development projects with an emphasis on land use and physical planning at the regional and local area within the Ministry of Rural Development and Local Government. Assignments include directing the work of technical staff members and interns within the Local Area and Regional Planning and Development Unit (LARPDU).
