Position Title Accountant.Works under the policy guidance of the In-country Program Manager, Deputy Field Director and under the technical guidance of the Finance Manager in Guyana.Location and Period of Employment Port of Spain. Knowledge of U.S. Department of State, USAID or other donor financial management policies and procedures related to acquisitions, recruitment and funds disbursements will be preferred. In-depth knowledge of Generally Accepted Accounting Principles (GAAP) standards and requirements and familiar with Trinidad and Tobago’s tax and labor laws. Excellent interpersonal relationship and team-member working skills; ability to communicate effectively to program/technical staff and sub-grantees concerning regulatory policies and procedures and compliance issues; ability to be flexible and innovative with the framework of donor compliance requirements;Start DateThe position is available immediately.General Description Under the technical direction of the Finance Manager is responsible for performing all financial, budgetary and accounting functions in the PADF office in Trinidad and Tobago. The incumbent is directly accountable for ensuring that all these administrative functions are timely kept in accordance with PADF policies and procedures and with the GAAP standards and requirements, including all those required by Trinidad and Tobago’s laws. The incumbent also reports to the In-country Program Manager and the Director of Finance in PADF/Washington in terms of financial and accounting compliance issues.Main Duties and Responsibilities:Financial Management and Budgeting:**
- Prepares budget tables and financial authorizations for funding requirements to cover the monthly office expenditures and sub-grants financial needs.
- Issue checks to pay for utility bills and suppliers in accordance with invoices received and to advance funds to sub-grantees.
- Prepares specific expense vouchers to file the monthly expenses reports along with the invoices and approved budgets.
- Performs regular budgetary controls and analyses for office expenditures and sub-grants, including, budget adjustments and modifications to the office and sub-grant approved budgets, as needed, in accordance with PADF instructions and guidelines;
- Sets up a budget monitoring system and periodically review/revise the sub-grants approved budgets to update approved cash flows, track detailed expenditures and advances, and determine budget balances and availability of funds;
- Reviews the supporting documentation for expenses reported by sub-grantees to determine appropriateness and eligibility in accordance with sub-grant authorized provisions; and
- Tracks and Reviews the supporting documentation for Cost Share reported by sub-grantees to determine proper documentation and valuation in accordance with U.S. Department of State regulations;
- Prepares monthly financial status reports for each sub-grantee and determine eligibility for sub-sequent advances.
Perform other tasks not specifically listed herein but which may be required to address special needs of PADF/Trinidad and Tobago such as helping with filing on a continuing basis.Accounting:Registers of each financial transaction in accordance with the with U.S. GAAP and/or the International Accounting Standards (IAS) and the detailed cost structure approve by PADF.Prepares detailed office and sub-grant cost structure and accounting plan in accordance with PADF’s authorized accounting plan.Reviews and processes all office and sub-grant financial transactions, including the classification, coding and registration of each transaction into the computerized system, in accordance with the GAAP/IAS principles and requirements.Registers keeps control of each, and every income/revenue and expenditure incurred under by the PADF/Trinidad and Tobago office.Performs monthly bank conciliations for each bank account used by PADF/Trinidad and Tobago. * Prepares monthly financial status reports in accordance with GAAP/IAS principles and requirements.
- Estimates the monthly PADF contributions to comply with Trinidad and Tobago’s labor laws and register them in the appropriate accounts.
- Performs other duties as assigned by the Finance Manager, the In-Country Program Manager and/or PADF Washington.
Working Relationships
- Internal: Interacts daily with the Finance Manager and all local staff of PADF/Trinidad and Tobago. Coordinates on a regular basis with the Program Manager, Deputy Field Director in PADF/Trinidad and Tobago, and PADF HQ staff regarding the needs of program sub-grantees.
- External: Interacts, as appropriate, with partners, sub-grantees, and various vendors and suppliers.
