NATIONAL LOTTERIES CONTROL BOARD

DESCRIPTION
The incumbent will be required to provide legal advice to management and the Board, represent the NLCB in court, at Tribunals and meetings, draft and review legal agreements and other legal documents and participate in negotiations and mediation.
PRIMARY DUTIES AND RESPONSIBILITIES
- Provides advice and interpretation to senior management and the Board on complex legal matters/issues.
- Conducts legal analysis and research on various legal matters of the NLCB.
- Conducts legal matters and represents NLCB in court, at Tribunals and meetings.
- Provides advice on different legal issues and assist in drafting legal opinions, memoranda and other briefing documents.
- Prepares and drafts legal documents such as contracts, agreements, acts, opinions and briefs; and prepares memoranda, letters and other documents.
- Draws up formalities regarding the settlement of disputes and monitor the implementation of the legal clauses.
- Contributes to the review and formulation of recommendations to amend legislation pertinent to the National Lotteries Control Board.
- Advises on the use of legal entities/companies representing NLCB in court matters.
- Liaises with other divisions and external agencies regarding the work of the Division.
KNOWLEDGE, SKILLS AND ABILITIES: KNOWLEDGE:
- Considerable knowledge of the laws of Trinidad and Tobago.
- Considerable knowledge of legal principles, practices and procedures.
- Considerable knowledge of the laws and regulations pertinent to the operations of the National Lotteries Control Board.
- Considerable knowledge of legal research methods, techniques, drafting techniques and practices.
- Considerable knowledge of the court procedure and practices of Trinidad and Tobago and the rules of evidence.
- Sound knowledge of Public Service operations, rules and regulations
SKILLS AND ABILITIES:
- Proficiency in the use of Microsoft Office Suite.
- Skill in the use of personal computers.
- Skill in drafting legal documents
- Ability to analyze and interpret law and legal issues
- Ability to conduct legal research work of varying complexity.
- Ability to present and explain statements of facts and the law, and to argue clearly and logically, orally and in writing.
- Ability to establish and maintain effective working relationships with associates.
- Ability to maintain confidentiality.
MINIMUM EXPERIENCE AND TRAINING:
- Minimum of 8 years’experience as a practicing Attorney-at-Law preferable in the areas of Civil, Litigation, Contract and Industrial Relation Laws.
- Bachelor of Law Degree from a recognised institution.
- Legal Education Certificate or equivalent from a recognised institution.
- Admission to practice law in Trinidad and Tobago.
