      The Manager Health, Safety, Security and Environment (HSSE) is responsible for the overall management of the HSSE Department while ensuring that all legislative requirements are adhered to within the Corporation

      The Manager Health, Safety, Security and Environment (HSSE) is responsible for the overall management of the HSSE Department while ensuring that all legislative requirements are adhered to within the Corporation.

      In so doing the incumbent will be responsible for the development and implementation of HSSE Policies and Procedures and any other documentation as well as for the inspection and evaluation of project sites and work facilities to ensure full compliance with health and safety laws and  regulations, as well as the Corporation’s policies and procedures.

      In addition, the incumbent will facilitate HSSE training for employees and contractors as required.

      Education, Knowledge and Experience 

      • Bachelors’ Degree in Occupational Safety and Health (OSH) and/or Security or any other related discipline
      • Additional Certification in the sphere of HSSE or related areas, including Behavioral Safety Management will be an asset
      • In-depth knowledge of relevant laws and regulations governing HSSE practices on large construction projects – regionally and locally
      • In-depth knowledge of the OSH Act
      • In-depth knowledge of applicable Building Codes
      • Working knowledge of the State’s Financial and Procurement Regulations
      • In-depth understanding of relevant ISO standards and reporting techniques
      • In-depth knowledge of the National Security Architecture
      • In-depth knowledge of HSSE and related ICT Technologies e.g. Scanners, CCTV Systems, Drones, etc.
      • In-depth knowledge of HSSE data analysis
      • Excellent communication skills both oral and written
      • Proficiency  in Microsoft Office Tools and any other software relevant to job functions
      • Experience in managing security personnel as well as security service providers
      • Experience in the management of HSE personnel as well as the HSE aspect of construction and maintenance contractors
      • Minimum of ten (10) years’ experience in a similar managerial position

      Key Duties & Responsibilities

       Development of Human Capital

      • Assists with ensuring that all HR policies and procedures are implemented throughout the department.
      • Undertakes the on-going evaluation of employees and implements the appropriate training and development plans as necessary.
      • Assists in coordinating activities within the department that would encourage employees to develop a passion and strong drive for individual and departmental success.

       Management of Department

      • Responsible for the overall management of the HSSE Department to ensure that the Corporation adheres to all relevant legislative, regulatory and operational requirements as it conducts its business.
      • Responsible for the design, development, documentation and implementation of all HSSE policies, procedures and related forms, including emergency evacuation procedures, fire drill procedures, etc.  at all of the Corporation’s projects, facilities and administrative offices
      • Develops guidelines for use of PPE by employees with recommended  penalties for non-compliance
      • Coordinates dissemination of HSSE policies and procedures to all employees, contractors and vendors
      • Facilitates HSSE awareness and training to all employees of the Corporation as required
      • Develops the Employee Safety Handbook
      • Ensures that HSSE Risk Assessments are conducted throughout the Corporation based on respective departmental, facility or project objectives
      • Develops a HSSE Audit Plan in accordance with the OSH Act and Regulations
      • Develops annual and quarterly HSSE Work Plans
      • Ensures that proper signage is installed on all project sites, facilities and administrative offices under the purview of the Corporation
      • Develops and manages the approved HSSE departmental budget
      • Prepares and submits reports, presentations and/or Board Notes as required

       Construction Projects/Corporation Managed Facilities

      • Undertakes  safety inspections, audits  and walkthroughs and makes recommendations to improve safety where applicable
      • Liaises with Project Managers and Facility Managers to ensure that HSSE equipment and PPE are available and are adequately used on all sites by employees and visitors.
      • Liaises with Project Managers and Facility Managers to ensure that HSSE equipment and PPE are provided by contractors and vendors and are adequately used on all workers on relevant sites.
      • Monitors site activities to ensure compliance by Contractors and Vendors with OSHA guidelines and contractual obligations in terms of HSSE requirements
      • Communicates results of Assessments to responsible Managers, Contractors and Vendors as required
      • Issues non-compliance reports and takes any other action necessary to improve safety and security.
      • Liaises with Project Managers and Facility Managers to ensure counseling of  contractors or vendors on ‘site safety and security’ issues
      • Conducts HSSE training as required
      • Conduct follow-up on recommended remedial HSSE action(s) on project and facility sites to ensure compliance and mitigate risk to the Corporation

      Administrative Offices

      • Organizes and manages HSSE inspections and walkthroughs; addresses non-compliance issues with appropriate Manager and makes recommendations to improve accordingly.
      • Monitors to ensure fire and emergency drills are known and practiced throughout the offices and managed Facilities
      • Conduct follow-up on recommended remedial HSSE action(s) at all locations to ensure compliance and mitigate risk to the Corporation

      Records

      • Ensures all  findings are recorded  in accordance with requirements and timeframes as stated in relevant legislation
      • Retains copies of correspondence and documentation as required under OSH Act and Regulations
      • Ensures that departmental records are maintained in accordance with established guidelines issued by the Records Department and/or approved by the Corporation

       Administrative

      • Takes action to ensure the Health and Safety Committee is operational and effective as per the requirement of the OSH Act.
      • Provides HSSE related advice/guidance to managers/staff as necessary
      • Conducts accident and incident investigations and provides recommendations and reports as outlines in the relevant policies and procedures.
      • Liaises with Human Resources and Corporate Communications in documenting and communicating HSSE related issues to staff

      Performs any other related duties as may be assigned

      The Communications Officer provides support to the Corporate Communications Department in the achievement of its strategic objectives

      The Communications Officer provides support to the Corporate Communications Department in the achievement of its strategic objectives. The incumbent is required to coordinate media relations strategies, produce and disseminate materials for communicating information about the Corporation and its subsidiaries, coordinate the content of the intranet or external website, and the production of newsletters etc. reports and other publications. He/she is required to create and maintain a database of contacts and to assist in the drafting of speeches, press releases etc.

      Education, Knowledge and Experience 

      • Degree in Communications or related discipline from an accredited academic institution

      • Knowledge of current theories and practices in communications research and the role of the media

      Key Duties & Accountabilities:

       Planning

      • Assists in developing, implementing and monitoring corporate communications policies and strategies to ensure that the corporation establishes and maintains a profile in alignment with its ‘gold’ standard that would satisfy short-term and long-term requirements of the corporation.
      • Collects and collates data necessary for preparation of strategic planning exercise and  draft budgets as required

      • Assists with the design and implementation of  structured reporting tools to be used by line management to submit data on customer/client issues
      • Assists with design of an appropriate survey tool to gather and analyze customer/client feedback on critical issues
      • Assists with the design of an appropriate survey tool to gather and analyze employee responses to Corporation’s People Management Practices
      • Collects and analyses data related to clients’/customer’s needs.

       Public Relations

      • Drafts  news releases to articulate Corporation’s responses or positions of national concern
      • Drafts Press Releases or speeches for approval as directed
      • Drafts internal communication for dissemination to employees
      • Prepares briefs and/or brochures for events for approval as required
      • Prepares drafts of  correspondence on any public affairs, events, or issues and concerns as directed
      • Develops material for internet web pages, interactive media and multimedia projects

      Media and Advertising

      • Assists in the development of a media strategy for each media event
      • Drafts responses to adverse publicity
      • Undertakes research on current web and internet technology and trends in marketing and communications for the purpose of keeping abreast of latest developments
      • Liaises with Advertising Agencies in the development of layouts and designs of brochures, newsletters, advertisements, corporate reports, signs, logos and other publications as necessary
      • Assists in measuring the effectiveness of advertising strategies, or programs as required

      Events Management

      • Plans and coordinates  activities (internal and/or external) relative to site visits by clients, potential clients, Government Ministers, Board of Directors or other stakeholders
      • Plans and coordinates activities (internal and/or external) relative to  ‘sod turning’ events and media launches for construction projects
      • Plans and coordinates activities relative to  special events as directed
      • Assists in the production of literature formats such as booklets, posters, brochures for public outreach and sensitization
      • Forwards requests for use of the Corporation’s facilities for approval in accordance with procedures and advises applicant accordingly

      Research

      • Collates data and analyses Questionnaire responses from customers/clients on  feedback provided on critical issues
      • Collates and analyses  responses from Employee Surveys on   People Management Practices
      • Examines, conducts research and analyses results relative to the corporation’s image
      • Prepares and submits reports with   recommendations consistent with corporate goals.

      Stakeholder Relations

      • Assists with the coordination of all public consultations and public interface as directed
      • Performs protocol duties in accordance with established standards
      • Assists in identifying stakeholders’ needs and proposes relevant engagement strategies
      • Researches and gathers information for members of the public as directed
      • Drafts responses to complaints etc.
      • Creates and updates a database/directory of stakeholders’ contact information, profiles and services.

      Administrative

      • Prepares post mortem reports on all events held by the Corporation
      • Provides administrative support, inclusive of scheduling and making arrangements for meetings,  inventory management, and records management as necessary
      • Performs any other duties related to the job function as may be assigned

      Media Relations

      • Oversees and approve for quality assurance all press releases, speeches, publicity, marketing and content material prior to printing and issuing by close liaison with executive management/Board.
      • Provide professional communications support, training and advice to the Board, CEO, executive and senior management as required.
      • Drafts correspondence on any public affairs or media relations issues and concerns as required
      • Oversees the media monitoring function of the department to ensure active reputation management of the Corporation.

      Marketing

      • Oversees and develops marketing strategies in accordance with the Corporation’s strategic goals and objectives
      • Leads the execution of marketing projects through cross functional and cross departmental teams
      • Cultivates relationship with external agencies and clients to maximize marketing opportunities
      • Oversees the execution of all marketing materials, including printed documents, media advertising, website content and social media accounts.
      • Conceptualizes advertisements and liaises with advertising agencies to design suitable advertisements
      • Assesses  the effectiveness of advertising strategies, and submits reports and recommendation
      • Arranges and attends conferences, seminars, receptions and exhibitions to increase awareness
      • Monitors progress of campaigns using various metrics and submit reports of performance
      • Liaises with Executive and Senior Management to incorporate marketing needs into overall company planning and strategy.
      • Conducts market research to aid in providing market forecast
      • Proofreads and edit content for marketing campaigns

      Events Management

      • Leads the execution of  all events hosted by the Corporation to ensure standards of professionalism
      • Oversees the arrangements (internal and external) for all special visits, including site visits, sod turnings, media launches
      • Ensures all requisite approvals are acquired for events e.g. police approvals, local authorities etc.

       Community Outreach

      • Coordinates public consultations and public interface during consultation phases as required
      • Performs any other duties related to the job function as may be required

       Development of Human Capital

      • Liaises with the HR Division as necessary and ensures that all HR policies and procedures are implemented throughout the department.
