      DESCRIPTION

      The HSSE Officer is responsible for planning, organizing, and directing day-to-day activities that affect the Business Management System Programs.

      JOB SUMMARY

      The HSSE Officer is responsible for planning, organizing, and directing day-to-day activities that affect the Business Management System Programs. Duties include developing and implementing a safe work environment, and performing safety audits in order to prevent injury to workers and reduce liability claims to the employer.

      EDUCATION

      a) Minimum of five (5) O’Level passes (including Math and English)

      b) Diploma/Certificate in HSSE related field.

      EXPERIENCE

      a) Minimum of three (3) years experience in a similar position.

      b) Experience in a service environment will be considered a valuable asset.

      e) Strong organizational skills

      f) Good supervisory skills

      g) Ability to work well under pressure and meet deadlines.

      ACCOUNTABILITY

      The HSSE Officer reports directly to the HSSE Manager and has a working relationship with the Group QHSSE Manager and all relevant Department Heads.

      TRAINING

      All training will be assigned and executed in accordance with the Training And Assessment Program and will reflect the employee’s competency gaps as determined using the Competency Matrix. The employee will be responsible for attending and participating in an assigned training for his/her job, or as assigned for future development.

      FUNCTIONS, DUTIES AND RESPONSIBILITIES

      Operations:

      a) Assist in sourcing contractors for TES Waste Disposal needs.

      b) Monitors and maintains up to date Environmental Certificates for all TES Facilities.

      c) Schedules Occupational and Environmental Monitoring throughout all TES Facilities as required.

      d) Compiles HSSE Performance Presentations for QHSSE Management Review Meetings.

      e) Compile HSSE Presentations for HSSE Meetings and Roll Out Sessions.

      f) Provide HSSE KPI Performance Reports for clients as required. Update ISNetworld Site.

      g) Provide HSSE support for Tender Submission.

      h) Provide support to HSSE Team by attending Contractor Meetings as required and providing feedback to the Team.

      i) Provides support during TES Meetings.

      j) Conducts monthly HSSE Inspections as required.

      k) Provides support for Supplier and Contractor audits.

      l) Identifies and investigates accidents, unsafe conditions and sub-standard practices.

      m) Monitors and the close-out of all HSSE corrective and preventive actions. Liaise with relevant personnel to obtain supporting documentation.

      n) Conducts audits to ensure compliance with HSSE Management System.

      o) Ensures the timely and efficient update and posting of all HSSE-related memoranda and other documentation of HSSE Notice Boards at all TES locations.

      p) Works with all Divisions to actively promote and champion all HSSE related policies and procedures.

      q) Conducts monthly HSSE meetings at all Divisions as required.

      r) Researches, prepares, coordinates and conducts in-house training programs when necessary to facilitate HSSE awareness and preparation for external auditing.

      s) Coordinates all external and client requested HSSE Training for TES.

      t) Facilitates all HSSE New Employee Inductions.

      u) Provides support for third party audits.

      v) Provides and acts as an effective and efficient source of reference for and to TES in regards to the following:

      • Investigations
      • Standards and Regulations
      • HSSE products
      • New HSSE equipment purchases

      w) Performs any other related duties required by management to ensure the successful execution of job.

      Technical:

      a) Keeps abreast of existing HSSE theories, approaches, techniques and technologies, which affect TES’s level of HSSE Performance and makes recommendations to HSSE Manager when and where necessary.

      b) Assists in the coordination and delivery of HSSE Induction / Orientation Training and any other HSSE related training programme or initiative as required or requested.

      c) Identifies and develops beneficial training initiatives as required.

      d) Coordinates and assists with the creation of related CBT training programmes.

      e) Reviews and recommends the acquisition of hardware/equipment to support/interpret HSSE related issues.

      f) Prepares and deliver presentations to prospective customers when required or requested.

      g) Responsible for initiating and conducting follow-up job analysis with clients to discuss any problems and to formulate improvements for future jobs to the satisfaction of the client.

      h) Assists with and coordinates the preparation of tenders and quotations to customers.

      QUALITY, HEALTH, SECURITY, SAFETY & ENVIRONMENT:

      a) Demonstrates total commitment to the Business Management System policies and procedures.

      b) Comply with the requirements of the OSH Act as well as the company’s Business Management System.

      c) Know and understand the Statement of Excellence and how your role contributes to the overall achievement of the Statement and Department Objectives.

      d) Identify areas of improvement within the Business Management System and communicate to the relevant personnel.

      e) Actively participates in the investigation and development of corrective actions arising out of Incidents, Audits and Corrective and Preventive Actions.

      f) Attends Departmental Safety Meetings.

      g) Report Job Failures (Incidents) and HSSE Incidents to your Business Unit Manager and/or Supervisor within the stipulated time frame.

      h) Active participation in the Behavioral Based Safety Program.
