      The House Officer will report to the designated Registrar/Specialist Medical Officer in his/her area of assignment.

      5. NATURE & SCOPE

      The House Officer is responsible for diagnosing and administering general medical treatment to patients in a hospital or through extension services at a clinic, school or clinic mobile or other designated place. Work involves the examination of patients, diagnosing, advising and carrying out necessary treatment in the investigation, eradication, prevention and control of diseases, or referring complicated cases for further professional attention. He/She performs under the general supervision of a professional superior who is available for consultation and is reviewed through observation, consultation and analysis of findings and reports.



      6. SPECIFIC ACCOUNTABILITIES

      The House Officer would be required to:

      • Be the first Medical Officer to assess patients entering the hospital or ward and to ensure an appropriate management plan is carried out while ordering and receiving appropriate investigations.
      • Reviews all patients with Senior Doctors and to adjusts management plan accordingly.
      • Ensures continuity of care for all patients when appropriate.
      • Notify of communicable diseases.
      • Performs medical examination of police and suspected police (criminal) cases and writes the appropriatereport.
      • Assists in operating theatre and clinic by performing simple operations and assists in major operations.
      • Assesses clinical state, makes prognosis, orders investigations and reviews them.
      • Refers patients for future specialist care or to Social Worker if needed.
      • Assesses progress, orders and performs relevant investigations and reviews them.
      • Assesses advisory orders and reviews investigation to provide an immediate management plan.
      • Transfers patients to other medical institution when needed.
      • Keep up to date notes on all in-patients.
      • Reviews post-operative, chronic patients.
      • Makes recovery room rounds and reviews clinical state.
      • Attends to recovery room emergencies.
      • Takes blood for investigations.
      • Performs electrocardiogram (ECG) tests.
      • Performs medical examinations of out-patients; diagnose and make prognoses; write and maintain up-to-date case records and make necessary medical reports.
      • Performs medical examinations and prescribes treatment.
      • Refers patients to professional superiors for more detailed attention, as necessary.
      • Provides medical attention in an assigned area.
      • Performs related work as required by the approved Authority.

      7. KEY KNOWLEDGE, SKILLS AND ABILITIES

      • Knowledge of the principles and practices of medicine including the diagnosis of a variety of diseases and injuries.
      • Knowledge of principles and practices of preventative medicine.
      • Knowledge of Public Health Ordinance and of medical jurisprudence.
      • Ability to examine patients, diagnose diseases and to prescribe and administer necessary treatment.
      • Ability to gain confidence and co-operation of patients, and to establish and maintain effective workingrelationships with other employees and the public.

      The Purchasing Officer will report to the Manager- Purchasing and Logistics.

      5. NATURE & SCOPE

      The Purchasing Officer is responsible for the timely and accurate processing of purchasing/accounting transactions and information. Purchase Orders relative to budgetary allocations and ensure adherence to the Purchasing Policies and Procedures of the Authority. Performing routine clerical tasks by following well established procedures, and unusual situations when encountered are brought to the attention of the Manager-Purchasing and Logistics for solution. The scheduling, organizing and completion of tasks and duties in accordance with set deadlines.



      6. SPECIFIC ACCOUNTABILITIES

      The Purchasing Officer:

      • Assists in the monitoring, evaluation and recording of vendor performance.
      • Ensures that all purchasing requisitions for approval are properly completed.
      • Identifies appropriate sources of supply from approved vendor listing.
      • Establishes new and potential vendors and secures their inclusion in an approved listing.
      • Negotiates with vendors to ensure their ability to meet requirements for design, performance, cost,quality and delivery.
      • Obtains quotations for purchases and perform analysis to support supplier selection.
      • Prepares/Reviews and authorises Purchase Orders as requested.
      • Performs follow-up tasks for outstanding purchases.
      • Prepares weekly and monthly reports on purchasing transactions for review by the Manager-Purchasing and Logistics and also forwarded to the Area Administrative Officer/Manager-Hospital Administration or any other Heads of Departments as indicated by Manager-Purchasing and Logistics.
      • Conducts regular training sessions on Purchasing Policies at local offices for new staff and refresher sessions for existing staff.
      • Performs period site visits to vendor premises/warehouses to ensure vendor compliance with Authority’s Quality Assurance Regulations.
      • Knowledge of the New Procurement Legislation
      • Supervises staff daily to ensure function is carried out in an efficient manner, also typically includes recommendations for performance evaluation, training, work allocation and problem solving.
      • Develops customised strategies providing high customer service and reduced costs.

      The Nurse will report to the Nurse in charge of the Ward or Senior Nurse at the District Health Facility or Health Centre.

      5. NATURE & SCOPE

      The Nurse, in keeping with the vision of the Authority, is responsible for working along with the Nurse in Charge to perform general or psychiatric nursing activities. Work involves administering medicines, assisting at operations and other similar duties in the care and treatment of patients; some supervision is exercised over sub-professional staff such as student’s nurses, nurse’s aides or other workers engaged in the care and treatment of patients. Duties are performed in accordance with established rules and regulations, standard practices of the profession and in accordance with detailed instruction from a professional superior, who reviews work for the maintenance of standards and adherence to instructions.




      6. SPECIFIC ACCOUNTABILITIES

      The Nurse would be required to:

      • Perform general nursing duties such as taking temperatures, pulse and respiration, blood pressure; obtain sputum, urine, blood and other specimens for laboratory examination.
      • Manage ward ensuring that DDA drugs are accounted for.
      • Upkeep ward/unit protocols and policies.
      • Takeover clients from previous shift and give over pertinent information.
      • Accompany doctors during ward rounds and document comments, treatment, and findings, and update doctors onclient status (general condition of clients).
      • Order stores (general stores, medical stores, pharmacy drugs, dietary needs of clients) as required.

      • Apply nursing principles and techniques during care of client checks and record the administration of medicationsand treatments and prepare other reports as appropriate during assigned shifts.
      • Make continuous assessment, evaluate client status and administer therapy/counsel as ordered.

      5. NATURE & SCOPE

      6. SPECIFIC ACCOUNTABILITIES

      The Emergency Medical Technician would be required to:

      • Utilize ambulances and equipment in accordance with established procedures for the delivery of effective emergency treatment.
      • Responds to emergency calls from within the institution and deliver patient care in emergency situations.
      • Determines the nature of and the extent of a patient’s illness, injuries and other pre-existing conditions and administer appropriate procedures.
      • Handles the patient to minimize discomfort and prevent further injury.

      • Operates communication equipment in accordance with the Authority’s Communication procedures.
      • Copes with related legal issues as the need arises.
      • Performs related work as may be required by the appropriate Authority.

      7. KEY KNOWLEDGE, SKILLS AND ABILITIES

      • Knowledge of emergency vehicle inventory and maintenance procedures.
      • Comprehensive knowledge and skills in Basic Life Support (BLS).
      • Effective communications skills, both oral and written.
      • Ability to cope with related legal issues as the need arises.

      5. NATURE & SCOPE

      The Radiographer I is responsible for medical imaging for diagnostic purposes. Work involves positioning and imaging patients for optimum diagnostic image quality and is performed generally in the Radiology department of a health institution. Work is reviewed by a professional superior through discussions and analysis of images taken.



      6. SPECIFIC ACCOUNTABILITIES

      The Radiographer I would be required to:

      • Dispense radiation in keeping with the As Low As Reasonably Achievable (ALARA) principles.
      • Dispense radiation to patients as necessary by the nature of the examination to be done.
      • Ensure that diagnostic radiographs and other images are produced maintaining diagnostic quality.

      The Medical Officer I is responsible for diagnosing and administering general medical treatment to patients in a hospital or through extension services at a clinic, school, clinomobile or other designated place. Work involves the examination of patients, diagnosing, counselling and carrying out necessary treatment in the investigation, eradication, prevention and control of diseases, appropriate referral of cases for further professional attention and conducting medico-legal duties. He/She may also be required to perform surgical procedures.

      6. SPECIFIC ACCOUNTABILITIES

      The Medical Officer I would be required to:

      • Performs clinical assessment.
      • Refers clients to appropriate institutions for further management where necessary.
      • Works in a coordinated manner with the nursing, clerical, pharmacists and other pharmaceutical staff ofthe Health Centre.
      • Support health promotions in conjunction with other members.
      • Consults with Primary Care Physician II to resolve issues related to client management.
      • Notifies the County Medical Officer of Health/Primary Care Physician II on any communicable diseasesdetected.
      • Examines government employees and other categories of persons as outlined in government policy.
      • Performs clinical examinations of out-patients, diagnose and initiate appropriate investigations and makeprognostic suggestions; write and maintain up-to-date case records and prepare necessary medicalreports (both clinical and medico-legal).
      • Provides medical attention to armed forces personnel and their families, policemen, firemen and the staffof inmates of detention institutions.
      • Write prescriptions for the provision of accurate prescriptions by the pharmacist.
      • Undertake medico-legal duties as may be reasonably required with specialist advice if necessary.
      • Participates in immunization procedures against infections or communicable diseases as directed andimplement other preventative procedures outlined for the promotion of public health, e.g. School HealthProgramme.
      • Provides medical attention in an assigned area in the event of a disaster.
      • Engage in school and home visits, and other domiciliary activities.
      • Provides leadership for the Health Centre/District e.g. lead Quality Circles.
      • Work as per guidelines given by the Primary Care Physician II.
      • Performs related work as required by the appropriate Authority.

      7. KEY KNOWLEDGE, SKILLS AND ABILITIES

      • Knowledge of the principles and practices of medicine including the diagnosis of a variety of diseases and injuries.
      • Knowledge of principles and practices of preventative medicine.
      • Knowledge of Public Health Ordinance and of medical jurisprudence.
      • Ability to gain confidence and co-operation of patients, and to establish and maintain effective working relationships with other employees and the public.
      • Non-judgemental, flexible, creative and tolerant.

      8. MINIMUM TRAINING AND EXPERIENCE

      • Training as evidence by the possession of a Medical Degree from a recognised institution.
      • Post Graduate qualifications in Primary Care and Family Medicine or Public Health or equivalent training from a recognised institution.
      • Registered as a medical practitioner by the Medical Board of Trinidad and Tobago.
      • Three (3) to five (5) years’ experience in a Public Health System.
